The 1st Patriotic Emulation Congress of Vinh Long province (2025

On the morning of September 29, the Provincial People's Committee solemnly organized the 1st Patriotic Emulation Congress of Vinh Long province (2025 - 2030).

The leaders of Vinh Long province include comrades: Ho Thi Hoang Yen - Standing Deputy Secretary of the Provincial Party Committee; Kim Ngoc Thai - Deputy Secretary of the Provincial Party Committee; Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council; Le Van Han - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Kim Ruong - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; and comrades in the Provincial Party Committee Standing Committee; leaders, former leaders of central and local agencies, departments, ministries, branches and 430 delegates who are typical examples in various sectors, fields, ethnic groups, religions of communes and wards.

Comrade Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council delivered the opening speech.

Speaking at the opening of the congress, comrade Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said: Looking back on the past 5 years, in the context of both preventing and fighting the COVID-19 pandemic and recovering and accelerating socio-economic development; Implementing the revolution of streamlining the apparatus, rearranging administrative units at all levels, especially merging Tra Vinh , Ben Tre, Vinh Long provinces into the new Vinh Long province, building a 2-level local government, with many difficulties, challenges and opportunities intertwined, but with the solidarity, unity and leadership, close and drastic direction of Party committees at all levels, the effective management of People's Councils and People's Committees at all levels, the close coordination of the Vietnam Fatherland Front Committee and socio-political organizations, the consensus and response of the business community and the people, emulation movements, emulation and reward work have been organized and implemented synchronously and widely from the province to the grassroots, creating a vibrant emulation atmosphere among cadres, civil servants, public employees, workers and people of all walks of life.

Emulation has become a widespread revolutionary movement, contributing to raising the spirit of solidarity, promoting democracy, innovation and creativity. From patriotic emulation movements, many good and effective models and practices have emerged, many advanced examples in all areas of social life; many collectives and individuals have been commended at all levels, and have been awarded by the State with emulation titles and noble prizes.

Over the past 5 years, 993 collectives have been awarded the Provincial Emulation Flag, 5,719 collectives have been awarded the title of Excellent Labor Collective, 2,171 individuals have been awarded the title of Provincial Emulation Fighter, and 55,777 collectives and individuals have been awarded certificates of merit by the Provincial People's Committee Chairman.

Regarding State-level awards, 167 collectives were awarded the Government's Emulation Flag, 4,288 cases were awarded certificates of merit by the Prime Minister, the President awarded 591 medals of various types and there were 13 national emulation fighters.

The Congress listened to reports on experiences in building new rural areas from Tra Vinh province, solutions to implement the National Target Program on building new rural areas in Vinh Long province in the period of 2026 - 2030; results of the movement "The whole country joins hands to eliminate temporary and dilapidated houses" in the period of 2024 - 2025; and outstanding results in arranging the organization, administrative units and operating the 2-level local government model in the province.

At the congress, the Provincial People's Committee commended 5 collectives and 47 individuals with outstanding achievements in the patriotic emulation movement of Vinh Long province in the period 2020 - 2025.

Comrade Le Van Han - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee and Comrade Nguyen Thi Be Muoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee awarded certificates of merit and flowers to individuals.

Comrade Kim Ngoc Thai - Deputy Secretary of the Provincial Party Committee and Comrade Nguyen Thi Ngoc Giau - Director of the Department of Home Affairs, Permanent Vice Chairman of the Provincial Emulation and Reward Council presented certificates of merit and flowers to individuals.

Comrade Nguyen Thi Minh Trang - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission and Comrade Le Thanh Binh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial Vietnam Fatherland Front Committee presented certificates of merit and flowers to individuals.

Launching the patriotic emulation movement for the period 2025 - 2030, the leaders of the Provincial People's Committee requested the political system, Party committees, authorities, organizations at all levels and the People to focus on effectively implementing the following contents: economic development, infrastructure, building new rural areas and civilized urban areas; socio-cultural development; ensuring national defense, security, international integration; building a strong, streamlined political system that operates effectively and efficiently; promoting digital transformation, innovation, administrative reform and the civil service and civil servant regime.

At the same time, calling on all cadres, party members, civil servants, public employees, businessmen, workers, armed forces and people in the province to agree, unite, respond to the emulation movement, seize opportunities, overcome difficulties and challenges, successfully implement the Resolution of the Party Congresses at all levels for the 2025 - 2030 term, determined to build Vinh Long to develop rapidly and sustainably.
