
The population of Dam Rong 4 commune is currently 17,184 people; of which, ethnic minority people are 15,552 people, accounting for over 90%. Up to now, the total number of multidimensional poor households in the commune has decreased to 276 households; of which, ethnic minority poor households are 180 households, accounting for 6.81%.
Mr. Nguyen Van Quang - Vice Chairman of the People's Committee of Dam Rong 4 Commune affirmed: "As soon as the two-level local government officially comes into operation, the Standing Party Committee, People's Council, and People's Committee of the commune will direct the timely implementation of regimes, policies, programs, and projects."

According to the People's Committee of Dam Rong 4 commune, in recent times, the locality has always received attention and assistance from the provincial departments, branches and sectors in supporting the implementation of socio -economic development tasks in ethnic minority areas. In particular, the provincial Department of Ethnic Minorities and Religions inspected the implementation of ethnic and religious affairs and the national target program (NTP) on socio-economic development in ethnic minority and mountainous areas by 2025 in the commune. Thereby, timely guidance and orientation were provided to help the locality remove difficulties and obstacles in implementing projects and sub-projects under the program.
Since July 1st, the locality has organized a meeting with prestigious people; made payments to 47/50 students with an amount of more than 120 million VND, reaching 94% and is expected to disburse 100% to eligible students by the end of the year.
The People's Committee of the commune has issued a decision on allocating public funding to implement the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas of more than 11.7 billion VND for 10 projects. It is expected that by the end of 2025, the disbursement will reach 100% as planned.
However, although many ethnic policies have been issued, the support levels for beneficiaries are lower than the reality, leading to the policies not being as effective as expected and the goals of the programs and projects. Beneficiaries mainly focus on poor and near-poor households; there are not many policies for newly escaped poverty households and ethnic minority households with many difficulties...
The Vice Chairman of the People's Committee of Dam Rong 4 commune informed that the locality has made proposals and recommendations for the Ethnic Minority Committee of the Provincial People's Council to consider, such as: building a model to support job creation, having contracts to purchase products for at least 15 households in region III to suit the local reality; expanding the scope of implementation in villages with a high proportion of ethnic minorities but not in region III communes, and especially difficult villages so they are not within the scope of project implementation.
Along with that, the Department of Ethnic Minorities and Religions researched and advised competent authorities to amend and supplement a number of policies so that people in communes in region I, region II, and villages in ethnic minority and mountainous areas in the period of 2021 - 2030 can enjoy a number of social security policies on education , health care, and employment. Approved villages (not particularly difficult) in ethnic minority and mountainous areas in the period of 2021 - 2025 of the commune to have a basis for implementing the National Target Program on Socio-economic Development in Ethnic Minority and Mountainous Areas in the period of 2021 - 2030; developed and planned local policies to develop ethnic minority and mountainous areas of the province.
