On behalf of the Party and State leaders, General Secretary To Lam sent his best wishes and sentiments to the leaders, former leaders, delegates and 453 official delegates, representing the intelligence, unified will and development aspirations of all Party members in the entire Party and Government.
The General Secretary stated that the Government Party Committee is a large and important Party Committee directly under the Central Committee, the center of direct leadership and direction for the Government, the Prime Minister and affiliated Party organizations in managing the national administration, socio-economic development, ensuring national defense, security and expanding foreign relations and integration of the country. The Standing Committee of the Government Party Committee has directed the preparation process for the Congress in a methodical and thorough manner, ensuring quality and progress in accordance with Directive 45 of the Politburo .
The Politburo also gave directions and made directional comments related to the documents and personnel work of the 1st Government Party Congress. The draft documents' contents closely followed the major viewpoints and orientations stated in the draft documents of the 14th Party Congress, the resolutions, conclusions, and directives of the Central Executive Committee, the Politburo, the Secretariat, and were close to the current practical situation of the Government Party.
Looking back at the 2020-2025 term, we have faced many difficult, sudden, unexpected, and unprecedented challenges (Covid-19 pandemic, natural disasters, armed conflicts, strategic competition between major countries, changes in trade policies of some major partners, etc.). However, under the leadership of the Party, along with the support of the entire political system, the Government Party Committee, now the Government Party Committee, has demonstrated courage, solidarity, creativity, and determination in direction, administration, breakthroughs in action, focused implementation, close to reality, and achieved many important and comprehensive results, with many outstanding highlights:
Firstly, Party building work is deployed comprehensively and synchronously, focusing on improving leadership capacity and the quality of Party members.
Second, successfully controlling the Covid-19 pandemic, protecting people's health, quickly transforming the status, limiting the impact of supply chain disruption, effectively implementing the socio-economic recovery and development program with a scale of hundreds of thousands of billions of VND, supporting more than 68 million workers and over 1.4 million businesses to overcome difficulties, creating a foundation for the recovery and growth period.
Third, for the entire 2021-2025 period, it is estimated that 22/26 major socio-economic targets will be achieved and exceeded, while the remaining targets will be approximately achieved. The macro economy is stable, with an average GDP growth of about 6.3% per year, among the highest in the region. GDP scale will increase from 346 billion USD in 2020 to about 510 billion USD in 2025, bringing Vietnam to 32nd place in the world and 4th in ASEAN; GDP per capita will reach about 5,000 USD, 1.4 times higher than in 2021; inflation will be controlled at 4% per year, ensuring major balances of the economy.
Fourth, strategic breakthroughs, especially in institutions and infrastructure, have been implemented drastically and synchronously to remove difficulties and obstacles for people and businesses, creating more transparency in administrative procedures and socio-economic development. By the end of 2025, the whole country will have completed over 3,200km of highways and over 1,700km of coastal roads, far exceeding the target set by the 13th Party Congress; basically completed the first phase of Long Thanh International Airport, creating a new look for national infrastructure; stepped up the handling of long-standing problems, strengthening the trust of people and the business community (handling 5 weak banks, 12 loss-making and slow-progressing projects); at the same time, reviewing and removing obstacles for nearly 3,000 projects with a total capital of nearly 6 million billion VND. The administrative apparatus has been streamlined, the 2-level local government model has initially operated more effectively.
Fifth, national defense and security potential was consolidated and enhanced; foreign affairs and international integration went into depth, maintaining a peaceful and stable environment. Culture, society and environment had clear changes, and people's material and spiritual lives were increasingly improved. The multidimensional poverty rate dropped sharply from 4.1% to 1.3%, completing the goal of eliminating temporary and dilapidated houses 4 months ahead of the 5-year plan.
On behalf of the Politburo and the Secretariat, the General Secretary warmly welcomed, acknowledged and commended the important results that the Government Party Committee has achieved in the 2020-2025 term. This is a new foundation and driving force for the Party Committee to enter the next term.
Besides the very positive results, the General Secretary highly appreciated the spirit of openness and frankness in "looking straight at the truth, correctly assessing the truth, and clearly stating the truth" regarding the shortcomings and limitations as stated in the report of the Government Party Committee.
The macro economy still has potential risks, economic restructuring and improving growth quality are still slow; infrastructure is not yet synchronized, especially in transportation, urban areas, health care, education, and digital infrastructure. There are still many problems in institutions and laws; decentralization, delegation of power, and administrative procedure reform are not yet strong; the effectiveness of state management in some areas is still limited. The quality of human resources, especially in high-tech industries, has not met requirements; productivity and competitiveness of the economy have not yet made a breakthrough; the lives of a segment of the population are still difficult; many pressing social issues such as flooding, congestion, traffic safety, environment, etc. have not been fundamentally resolved.
Leadership and direction at some levels and sectors are sometimes not resolute and thorough; the spirit of innovation, creativity, daring to think, daring to do, and daring to take responsibility is not uniform. Preparations for some major projects and programs are still slow; discipline and administrative order are not strict, there are still situations of avoidance, pushing, fear of mistakes, and fear of responsibility. A number of cadres and party members, including committee members, are limited in qualities and capacity, and even violate discipline and the law. Inspection, supervision, and corruption prevention work in some places is still formal and lacks uniformity.
The main reason is that some Party committees and organizations have not been truly proactive, creative, and decisive in leadership and direction; a number of cadres and Party members have limited capacity, sense of responsibility, and awareness of setting an example; coordination in some places is not tight, and inspection and supervision work is not regular and timely. These limitations are profound lessons for us to enter the new term with higher determination, stronger actions, overcoming weaknesses, promoting all potentials and advantages, making the Government Party Committee truly strong, meeting the increasingly high requirements in the new development stage of the country.
The General Secretary requested that the Congress need to discuss frankly and clearly analyze the causes, especially subjective causes, to have fundamental solutions and strategies to overcome and improve the effectiveness of the Party Committee, Government and Government in the coming term, especially the work of directing and organizing the operation of the government apparatus, considering this an important and urgent task that needs to be completed as soon as possible so that we have "straight lines and clear paths", now we must "step steadily and firmly" into the new era.
The General Secretary pointed out that the world situation continues to evolve rapidly and complexly, with many epochal changes; opportunities and challenges intertwine, but the latter is greater. Our country is in a period of historic transformation with the operation of a two-level local government model; development space is being re-planned; many policies, strategic orientations, and breakthrough solutions are being implemented.
This is the time for us to seize the opportunity, take shortcuts with Vietnamese intelligence combined with the progressive knowledge of humanity, quickly establish a state of "strategic autonomy", make every effort to achieve and maintain a high and sustainable growth rate, and successfully implement the two 100-year strategic goals. The responsibility placed on the Party and Government is extremely heavy, as the key force, pioneering in organizing implementation, in the spirit: First, all for the benefit of the country and the people; Second, closely following the leadership of the Party, listening fully and promptly to the will and legitimate aspirations of the people; Third, promoting the central role of solidarity of the whole society, arousing and mobilizing all domestic and foreign resources for development.
The Political Report and Action Program have set out directions, goals, targets, tasks, solutions, strategic breakthroughs and specific tasks, demonstrating a very high combativeness and actionability. The General Secretary highly appreciated and basically agreed, emphasizing and noting 3 additional requirements and 5 key work orientations as follows:
About 3 requests:
First, unify awareness and clearly define the goal of bringing the country firmly into an era of rich, prosperous, civilized and happy development.
Second, greater efforts, stronger aspirations; improve forecasting, leadership and direction capacity; innovate in state management. Break free from old ways and thinking, propose practical directions, tasks and solutions. All for the economic, cultural and social development of the country with the ultimate goal of improving the material and spiritual life and happiness of the people.
Third, build a team of cadres and civil servants who are "talented, visionary, and dedicated"; have strong political will, pure ethics, high responsibility, dare to think, dare to do, dare to take responsibility, dare to face difficulties and challenges. Shift from an administrative mindset to a service mindset; shift from "doing all responsibilities" to "doing things thoroughly". There needs to be mechanisms and policies to motivate and protect cadres who dare to innovate for the common good, not letting state agencies and the Government become a safe haven for the weak and those who are afraid of conflict.
About 5 key tasks:
Firstly: The Government Party Committee has a special position in the political system, as it is the place where strategic-level leaders and managers gather, where it directly concretizes, institutionalizes and organizes the implementation of the Party's policies and guidelines through the laws, mechanisms and policies of the State.
Therefore, the Government Party Committee must be an exemplary model of political mettle, intelligence, innovation and public service ethics; be the center of solidarity, unity of will and action in the entire state administrative apparatus; continue to build a truly clean and strong Party Committee and Party committees at all levels; resolutely prevent and combat corruption, waste and negativity with the motto "no dark areas, gray areas", "gaps, obscure points", "no forbidden areas, no exceptions"; build a contingent of cadres and Party members, especially leaders, with sufficient capacity and equal to the task; build a Government that is "development-creating, honest, acts decisively, and serves the people".
At the same time, continue to improve the organizational model within the agencies; review and supplement working processes and regulations; clearly define functions, tasks, and working relationships to ensure smoothness and efficiency, and overcome delays and obstacles in decentralization and delegation of power. The Government's operational efficiency is a measure of the capacity and fighting strength of the Government Party Committee.
Second: Focus on economic development, maintain macroeconomic stability, control inflation, and ensure major balances. The goal for the 2026-2030 period is to strive for double-digit growth. Flexible and effective monetary and fiscal policy management; remove bottlenecks and difficulties for production and business; unblock traditional growth drivers and create breakthroughs in new drivers (digital economy, green economy, circular economy), focus on effectively handling backlog projects and weak banks, ensuring the health and sustainability of the economic-financial system.
Establish a new growth model, ensure rapid but sustainable development, take science, technology, innovation, digital transformation as the main driving force; gradually become self-sufficient in technology, especially strategic technology (this content was recently resolved by the 13th Central Conference). Strongly develop the domestic market; expand and diversify international markets associated with improving product quality, participating more deeply and widely in regional and global supply chains; direct localities to focus on thoroughly solving problems of flooding and environmental pollution affecting people's lives, socio-economic development and have a proactive plan to deal with storms, floods and natural disasters in a more proactive and systematic manner.
Third: Focus on implementing three strategic breakthroughs (institutions, infrastructure, human resources). Institutions must become a competitive advantage, liberating all productive forces, unlocking all development resources; cutting and simplifying administrative procedures, promoting creative startups; improving the investment and business environment.
Invest in completing strategic infrastructure (transportation, seaports, high-speed railways, urban railways); research and implement programs to effectively exploit outer space, sea space and underground space to open up new economic development opportunities. Develop energy infrastructure to meet economic growth requirements, ensuring energy security. Invest in building a number of key national cultural, sports, educational and medical projects of regional and international significance.
Consistently and resolutely implement the viewpoint of considering education and training as the "top national policy"; build a modern national education system, on par with the region and the world, creating a clear change in quality at all levels of education. Focus on developing and utilizing talents, training high-quality human resources to meet the requirements of science, technology development, innovation and national digital transformation. Promote the application of science, technology, innovation and digital transformation in all socio-economic fields as well as in the activities of agencies in the political system and the business community.
Fourth: Develop culture in harmony with the economy and society; care for people's lives, ensure no one is left behind; build a civilized, united, and progressive society. Implement social progress and equity; improve the quality of healthcare and social security; focus on ethnic and religious affairs, gender equality, and comprehensive human development. Manage and effectively use resources, protect the environment, and proactively adapt and respond to climate change.
Fifth: Ensure national defense and security, improve the effectiveness of foreign affairs and international integration. Strengthen national defense and security potential; firmly protect independence, sovereignty, and territorial integrity; ensure political security and social order and safety. Synchronously and effectively implement foreign affairs and international integration activities, consolidate and enhance Vietnam's prestige and international position. Maintain a peaceful and stable environment for national development.
The General Secretary believes that with a strong political stance, a spirit of solidarity, high determination, intelligence and aspiration to rise up, the Government Party Committee will promote its glorious tradition, excellently fulfill all assigned tasks, contribute with the entire Party, people and army to successfully implement the Resolution of the 14th National Party Congress, bringing our country into a new era of development: peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism.
On this occasion, General Secretary To Lam presented a flower basket to congratulate the Congress.
In his reply, Prime Minister Pham Minh Chinh emphasized that the Congress had just heard a very profound, comprehensive and comprehensive speech by Comrade To Lam, General Secretary of the Party Central Committee, for the first Government Party Congress, term 2025-2030. Comrade General Secretary To Lam's speech was a source of great encouragement and motivation for the Government Party Committee and 51 affiliated Party Committees, 1,468 grassroots Party organizations and hundreds of thousands of Party members.

The Prime Minister seriously accepted the direction of General Secretary To Lam on issues of public concern and concern, and will have breakthrough solutions to resolve these issues in the coming years. The Government Party Committee, its affiliated Party Committees, grassroots Party organizations and each Party member will seriously and thoroughly grasp the opinions and directions of General Secretary To Lam, concretize them into programs and action plans and organize their implementation effectively and substantially; at the same time, continue to spread the spirit of solidarity, determination, and multiply the strength so that the entire Government Party Committee and the whole country will strive to successfully implement the Resolution of the 14th National Party Congress and the Resolution of the 1st Government Party Congress, term 2025-2030.
