The Party and Government clearly define the goal of bringing the country firmly into an era of strong and prosperous development.

The General Secretary emphasized three requirements for the Party and Government, which are to unify awareness and clearly define the goal of bringing the country steadily into an era of rich, prosperous, civilized, and happy development.

On the morning of October 13, the first Government Party Congress for the 2025-2030 term officially opened solemnly at the National Convention Center ( Hanoi ), with the participation of 453 official delegates representing over 209,000 party members from 2,211 grassroots party organizations in the entire Government Party Committee.

Shift from "administrative thinking to service thinking," "doing all responsibilities" to "doing things thoroughly"

In his speech directing the Congress, General Secretary To Lam emphasized that the Government Party Committee is a large and important Party Committee directly under the Central Committee, and is the center of direct leadership and direction for the Government, the Prime Minister and affiliated Party organizations in managing the national administration, socio -economic development, ensuring national defense and security, and expanding foreign relations and integration.

The General Secretary stated that the Government Party Committee Standing Committee has directed the preparation process for the Congress in a methodical and thorough manner, ensuring quality and progress in accordance with Directive 45 of the Politburo.

The Politburo also gave directions and made directional comments related to the documents and personnel work of the first Government Party Congress.

The content of the draft documents closely follows the major viewpoints and orientations stated in the draft documents of the 14th National Party Congress, the resolutions, conclusions, and directives of the Party Central Committee, the Politburo, the Secretariat, and the current practical situation of the Party and Government.

The General Secretary shared that in the 2020-2025 term, we have to face many difficult, sudden, unexpected, and unprecedented challenges, but under the leadership of the Party, together with the support of the entire political system, the Government Party Committee, now the Government Party Committee, has demonstrated courage, solidarity, creativity, and determination in direction and administration, made breakthroughs in action, organized implementation with key focus, close to reality, and achieved many important and quite comprehensive results.

On behalf of the Politburo and the Secretariat, the General Secretary warmly welcomed, acknowledged and commended the important results that the Government Party Committee has achieved in the 2020-2025 term. This is a new foundation and driving force for the Party Committee to enter the next term.

Besides the very positive results, the General Secretary highly appreciated the spirit of openness and frankness in "looking straight at the truth, correctly assessing the truth, and clearly stating the truth" regarding the shortcomings and limitations as stated in the report of the Government Party Committee.

Those limitations are profound lessons for entering the new term with higher determination, stronger actions, overcoming weaknesses, promoting all potentials and advantages, making the Party and Government truly strong, meeting the increasingly high requirements in the new development stage of the country.

The General Secretary requested that the Congress should discuss frankly and clearly analyze the causes, especially subjective causes, to have fundamental solutions and strategies to overcome and improve the effectiveness of the Party Committee, Government and Government's operations in the coming term.

The work of directing and organizing the operation of the government apparatus needs to be completed as soon as possible so that once there is a "straight line and clear path", we must now "step steadily and firmly" into the new era.

The General Secretary said that the world situation continues to evolve rapidly and complicatedly. Our country is in a period of historic transformation with the operation of a two-level local government model; development space is being re-planned; many policies, strategic orientations, and breakthrough solutions are being implemented. This is the time to seize opportunities, take shortcuts with Vietnamese intelligence combined with the advanced knowledge of humanity, quickly establish a state of "strategic autonomy," and make every effort to achieve and maintain a high and sustainable growth rate, successfully implementing the two 100-year strategic goals.

The General Secretary emphasized that the responsibility placed on the Government Party Committee is extremely heavy, as the key and pioneering force in organizing implementation, in the spirit of: All for the benefit of the country and the people; closely following the Party's leadership, listening fully and promptly to the people's legitimate will and aspirations; promoting the central role of solidarity of the whole society, arousing and mobilizing to the maximum all domestic and foreign resources for development.

The General Secretary highly appreciated and basically agreed with the Political Report and the Action Program, which set out directions, goals, targets, tasks, solutions, strategic breakthroughs and specific tasks, demonstrating a very high level of combativeness and action.

Greater efforts, stronger aspirations; improving forecasting, leadership and direction capacity; innovation in state management; breaking free from old ways and thinking, proposing practical directions, tasks and solutions; all for the economic, cultural and social development of the country with the ultimate goal of improving the material and spiritual life and happiness of the people.

Building a team of cadres and civil servants who are "talented, visionary, and dedicated"; with strong political will, clear ethics, high responsibility, daring to think, daring to do, daring to take responsibility, daring to face difficulties and challenges; shifting from "administrative thinking to service thinking;" shifting from "fulfilling all responsibilities" to "doing things thoroughly;" it is necessary to have mechanisms and policies to motivate and protect cadres who dare to innovate for the common good, not letting State agencies and the Government become a safe haven for the weak and those who are afraid of conflict.

Unleash traditional growth drivers, create breakthroughs with new drivers

Pointing out five key tasks, the General Secretary suggested that the Government Party Committee has a special position in the political system, as a place to gather strategic-level leaders and managers, and to directly concretize, institutionalize and organize the implementation of the Party's policies and guidelines through the laws, mechanisms and policies of the State.

The Government Party Committee must be an exemplary model of political mettle, intelligence, innovation and public service ethics; be the center of solidarity, unity of will and action in the entire state administrative apparatus; continue to build a truly clean and strong Party Committee and Party committees at all levels; resolutely prevent and combat corruption, waste and negativity with the motto "no dark areas, gray areas," "gaps, obscure points," "no forbidden areas, no exceptions"; build a contingent of cadres and Party members, especially leaders, with sufficient capacity and equal to the task; build a Government that is "development-creating, honest, acts decisively, and serves the people."

At the same time, the Government Party Committee continues to perfect the organizational model within the agencies; review and supplement working processes and regulations; clearly define functions, tasks, and working relationships to ensure smoothness and efficiency, and overcome delays and obstacles in decentralization and delegation of power. The Government's operational efficiency is a measure of the capacity and fighting strength of the Government Party Committee.

The General Secretary emphasized focusing on economic development, maintaining macroeconomic stability, controlling inflation, and ensuring major balances. Goals for the 2026-2030 period: Striving to achieve double-digit growth; operating monetary and fiscal policies flexibly and effectively; removing bottlenecks and difficulties for production and business; unblocking traditional growth drivers and creating breakthroughs in new drivers (digital economy, green economy, circular economy), focusing on effectively handling backlog projects and weak banks, ensuring the health and sustainability of the economic-financial system.

Establish a new growth model, ensuring rapid but sustainable development, taking science, technology, innovation, and digital transformation as the main driving force; gradually becoming autonomous in technology, especially strategic technology.

Strongly develop the domestic market; expand and diversify international markets associated with improving product quality, participating more deeply and widely in regional and global supply chains; direct localities to focus on thoroughly solving problems of flooding and environmental pollution affecting people's lives, socio-economic development and have plans to proactively and systematically cope with storms, floods and natural disasters.

The General Secretary requested to focus on implementing three strategic breakthroughs (institutions, infrastructure, human resources). Institutions must become competitive advantages, liberating all productive forces, unlocking all development resources; cutting and simplifying administrative procedures, promoting innovative startups; and improving the investment and business environment.

Invest in completing strategic infrastructure (transportation, seaports, high-speed railways, urban railways); research and implement programs to effectively exploit outer space, sea space and underground space to open up new economic development opportunities...

Building a modern national education system that is on par with the region and the world, creating a clear change in quality at all levels of education; focusing on developing and utilizing talents, training high-quality human resources to meet the requirements of science, technology development, innovation and national digital transformation; promoting the application of science, technology, innovation and digital transformation in all socio-economic fields...

The General Secretary noted that cultural development must be in harmony with the economy and society; care for people's lives, ensuring that no one is left behind; build a civilized, united, and progressive society; achieve social progress and justice; improve the quality of healthcare and social security; focus on ethnic and religious affairs, gender equality, and comprehensive human development. Manage and effectively use resources, protect the environment, and proactively adapt and respond to climate change.

The General Secretary proposed ensuring national defense and security, improving the effectiveness of foreign affairs and international integration, consolidating and enhancing Vietnam's international prestige and position; and maintaining a peaceful and stable environment for national development.

With a strong political stance, a spirit of solidarity, high determination, intelligence and aspiration to rise up, the General Secretary believes that the Government Party Committee will promote its glorious tradition, excellently fulfill all assigned tasks, contribute with the entire Party, people and army to successfully implement the Resolution of the 14th National Party Congress, bringing our country into a new era of development: Peace, independence, democracy, wealth, prosperity, civilization, happiness, firmly advancing towards socialism./.
