Cultural imprints in the Government's renewal term

In the development journey of the Vietnamese nation, culture has always been the source of strength, the red thread connecting tradition and modernity, between the Party's will and the people's heart. If the economy is the body, politics is the brain, then culture is the soul of the nation. The 2020 - 2025 Government term has marked an important turning point when culture truly becomes the spiritual foundation, the endogenous driving force and the soft power of national development.

Building cultural institutions, promoting creativity

What is easily noticeable in this term is the strong change in thinking about cultural development at the national level. Culture is no longer the “software” that lags behind other areas, but has become the “operating system” of the entire development process. The government not only manages culture, but also creates cultural institutions, promotes creativity, encourages socialization and puts people at the center.

The first breakthrough steps are clearly demonstrated in the issuance of the National Target Program on Cultural Development for the period 2025 - 2035, planned as a national investment program, with a multi-source investment mechanism, a clear governance system, and the participation of the whole society. The program includes 9 component projects - from heritage preservation, building grassroots cultural life, developing cultural industry, digital transformation, human resource training, to promoting the image of Vietnam to the world - reflecting the Government's strategic thinking: culture is not only a spiritual foundation, but also a strategic investment field, with the potential to generate economic , social and human profits.

Along with that, a series of legal documents, strategies and major projects on culture have been issued or amended, creating a synchronous legal corridor for long-term development. The Law on Cinema (amended), the Law on Cultural Heritage (amended), the Law on Intellectual Property (amended), the Law on Advertising (amended), the Law on amending a number of laws on investment, bidding, PPP, customs, public asset management... are all designed to ensure consistency, promote creativity and increase autonomy for cultural institutions. The Government has boldly proposed a specific mechanism for the cultural and artistic sector, allowing the designation of bids or orders for artistic projects of special creativity, encouraging private cultural enterprises, domestic creative products, and Vietnamese artistic copyrights. These are concrete steps, demonstrating the spirit of "empowerment - encouragement - trust" in the creative capacity of the People and artists.

Another highlight is the adjustment of functions and reassignment of tasks between ministries and branches, in which the press and media sector is transferred to the Ministry of Culture, Sports and Tourism. This is not only an organizational change, but also a repositioning of the role of culture in the digital age: culture is content, technology is a tool, and media is a bridge. This combination helps to form a digital cultural ecosystem, where innovation, knowledge management and cultural industry development are synchronized on a modern platform.

From that institutional framework, Vietnam’s cultural industry has made significant progress. Hoi An and Da Lat followed Hanoi in joining the UNESCO Creative Cities Network. The fields with strong progress include cinema, music, fashion, design, digital content and cultural tourism. Many cultural industry centers, creative spaces and art complexes have been formed in Hanoi, Ho Chi Minh City, Da Nang, Hue, Quang Ninh - the “new cultural capitals” that are contributing to shaping the face of Vietnam’s creative economy.

In particular, the Government has advocated promoting digital transformation in the cultural sector. Projects to digitize heritage, museums, festivals, and performing arts have been deployed simultaneously. Famous heritage sites such as the Imperial Citadel of Thang Long, the Imperial Citadel of Hue, Hoi An Ancient Town, Trang An, and the Temple of Literature - Quoc Tu Giam have all been digitized in 3D, using AI, AR/VR, building digital heritage maps, multilingual explanations, and virtual interactions. This is a big step forward, putting Vietnam in the group of pioneering countries in Southeast Asia in applying technology to preserve and promote heritage. Many traditional art forms - from Quan Ho, Ca Tru, Hat Xoan, Don Ca Tai Tu to water puppetry, Tuong singing, and Cai Luong - have been adapted into animated films and digital content, helping the younger generation access traditional culture in the language of the times.

The combination of conservation and development is also clearly demonstrated in UNESCO's recognition of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Heritage Complex as Vietnam's second inter-provincial World Cultural Heritage (2025), while Phong Nha - Ke Bang National Park and Hin Nam No National Park became Vietnam's first trans-border World Heritage Sites. This is the result of an inter-regional, inter-national, inter-sectoral vision and the linkage of heritage - tourism - spirituality - cultural industry. This success not only raises Vietnam's international status, but also demonstrates a new philosophy: heritage conservation is not to preserve the past, but to create the future. The Government has clearly demonstrated the spirit of "developing to preserve, preserving to develop", connecting national memory and contemporary aspirations.

Culture permeates social life

Not only stopping at policy, culture has also penetrated deeply into social life as a strong flow of belief and aspiration. The movement "All people unite to build a cultural life", after more than 20 years of implementation, has entered a new phase - more substantial, more creative, associated with digital transformation. Millions of families, residential areas, agencies and cultural units are no longer just titles, but have become the nucleus to nurture a humane, responsible, law-abiding lifestyle and spread good things. The Government has directed to promote programs to educate cultural values ​​in schools, public service culture in administration, and corporate culture in the economy, considering this a pillar to improve human quality and strengthen social trust.

In the economic field, culture has gradually permeated business behavior and ethics. The Corporate Culture Awards Ceremony is held annually. The movement of cultural entrepreneurs - creative, responsible, sustainable enterprises has been launched, affirming the role of enterprises not only as investors, but also as creators of cultural and social values; in which, "Vietnamese business culture" is not a slogan, but a measure of national competitiveness and prestige.

On the international level, culture has become a soft diplomacy tool, contributing to enhancing the image and position of Vietnam. Events such as the Vietnam Cultural Week in France, Vietnam Day in Korea, Vesak Festival in Ho Chi Minh City, the Hanoi International Film Festival (HANIFF), and the World Cultural Festival in Hanoi, which have just been held, or performances by Vietnamese artists in Europe and Asia, have clearly demonstrated the country's mettle and creativity. Through culture, the world understands more about Vietnam - a peace-loving, benevolent, creative and resilient country.

Bringing the Party's culture deeply into the people's hearts

From these results, it can be seen that the Government for the 2020-2025 term has succeeded in linking culture with all areas of life, bringing culture from the Party's ideas to permeate the hearts of the people, from policies to behavior, from spirit to action. That is a vivid manifestation of cultural strength - the unifying strength of the nation.

The success of the Government in this term lies in the fact that culture has become a measure of the effectiveness of national governance; because modern governance requires not only executive capacity, but also ethics, trust and social consensus - factors that can only be sustainable when nurtured by culture. The Government has known how to "do politics with culture", "govern with trust", "build laws with a humane spirit".

What is more valuable is that in that process, culture is no longer a "product" issued by the State or created by artists, but a common journey of the whole society; from officials and civil servants practicing public culture; businessmen doing responsible business; farmers preserving hometown festivals; to the young generation creating in the digital space - all together creating the harmony of Vietnamese culture in the integration era.

Of course, we still have a lot of work to do in the coming period: perfecting institutions, developing cultural industries, training high-quality human resources, increasing investment in creativity, expanding international cooperation, and especially including culture in the national development index system. But the foundation is there, the direction is clear, and trust has been formed. The achievements of this term are the important foundation for the next term to continue building a creative - active - innovative Government - for culture, for people, for sustainable development.

Culture must live in the people, for the people and created by the people . The Government for the 2020-2025 term has carried out that spirit - through institutions, policies, concrete actions and the firm belief that: only when culture truly becomes an endogenous strength, can we develop quickly, sustainably and happily.

From the Party's will to the people's heart, from resolutions to life, from traditional values ​​to new creative spaces - Vietnamese culture today is strongly reviving in a new look: confident, humane, creative and integrated. And that is the deepest mark of the Government for the 2020 - 2025 term - a term of innovative thinking, of aspirations to rise up, of cultural belief in the new era of development of the country.
