Promoting investment in developing the grassroots health network in disadvantaged areas

(DN) - On September 15, in Dong Nai, the Ministry of Health coordinated with the Asian Development Bank (ADB) to organize a conference to summarize the investment program to develop the grassroots health network in disadvantaged areas (ADB project).

Attending the conference were Deputy Minister of Health Do Xuan Tuyen; Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dong Nai province Ton Ngoc Hanh; Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the People's Committee of Dong Nai province Le Truong Son; leaders of the Department of Health of 15 provinces.

Speaking at the conference, Deputy Minister of Health Do Xuan Tuyen emphasized: Grassroots health care is the foundation of the national health system, and needs comprehensive investment in facilities, equipment and human resources. Recently, the Politburo issued Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

The resolution proposes many breakthrough solutions, emphasizing comprehensive investment in the grassroots health system; reorganizing the health system according to the 2-level local government model; building electronic health records for each citizen throughout their life cycle, from birth to death; organizing free annual health check-ups, moving towards free hospital fees for all people. This is an important step to bring quality health services closer to the people, reducing the burden on upper-level health care.

The ADB project has been implemented in 15 provinces nationwide since 2019 to improve the capacity of the grassroots health network. The Ministry of Health is committed to continuing to accompany localities, aiming for the goal that by 2030 everyone will have access to quality health services where they live.

Vice Chairman of Dong Nai Provincial People's Committee Le Truong Son said: Recently, with the attention of the Ministry of Health and the Asian Development Bank, Dong Nai province has invested in building 20 new medical stations, repairing 25 medical stations along with accompanying medical equipment, contributing to improving the quality of medical examination and treatment at the grassroots health care level. At the same time, the commune level is now performing the task of state management of health more conveniently and more effectively.

The ADB program is implemented in 15 provinces nationwide from 2019-2025 with the main contents including: Investing in upgrading facilities, providing essential medical equipment, training to improve the quality of medical human resources, supporting the innovation of medical service delivery models and financial mechanisms for grassroots health care.

Total capital for program implementation is 110.6 million USD (including 88.6 million USD in loan capital, 12 million USD in non-refundable aid capital and 10 million USD in counterpart capital).

To date, the program has completed and handed over 166/273 newly built medical stations, 211/277 repaired and upgraded medical stations; and handed over equipment to 354/564 medical stations. It is expected that in the remaining 3 months of 2025, the program will continue to strive to complete and hand over the ongoing projects, reaching an estimated 91% of the set target.

Regarding disbursement, the program has disbursed VND 1,460 billion in ODA loans, reaching 72% of the assigned capital plan and 71% of the total ODA loan investment. The counterpart capital arranged by the localities has also disbursed nearly VND 169 billion. 100% of the provinces committed to arranging enough counterpart capital to complete the program as committed to the sponsor.

For the non-refundable aid component, the program has conducted short-term training courses for health workers including: 198 people on family medicine, 331 people on disease prevention and biosafety, 207 people on non-communicable disease management in the community, 151 people on cervical cancer screening, and conducted community screening for more than 4,300 people in Tuyen Quang and Soc Trang provinces...
