Accordingly, on October 10, the Government signed and issued Decree 261/2025/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
In the newly issued decree, the Government agreed to raise the income ceiling for social housing buyers. Specifically, it will be raised to 20 million VND/month for individuals, 40 million VND/month for couples, and 30 million VND/month for single individuals raising young children (currently 15 million VND/month for individuals, 30 million VND/month for couples, with no separate regulations for single people raising young children).
In addition, the decree also has an open provision that the Chairman of the People's Committee of provinces and cities, based on the actual situation and income conditions of each region, can decide to adjust the income ceiling accordingly.

The new decree also has a more flexible mechanism for freelance workers. Accordingly, people without labor contracts will have their income declaration confirmed by the commune-level police based on population data. The deadline is 7 days from the date of receiving the request from the people.
According to the Government leader, this adjustment aims to expand the beneficiaries, create conditions for middle-income people to access social housing, while promoting product consumption and encouraging investors to implement projects. This is one of the breakthrough solutions to develop social housing in the coming period, contributing to achieving the target of 1 million houses in the period of 2021-2030.
In Dong Nai, recently, many workers and freelancers have been stuck with income procedures, including confirmation of the income level purchased and confirmation of regular income, leading to ineligibility to buy or rent social housing. This is not only disadvantageous for low-income people but also affects the consumption of the investor's products.
