Prime Minister: Arrange hospitals and schools to serve the people well

The important goal of the arrangement is to reduce the number of units, increase the scale; and improve services to serve people and businesses.

On the evening of October 6, Prime Minister Pham Minh Chinh chaired a meeting of the Government's Steering Committee on summarizing Resolution No. 18 on the arrangement of public service units under ministries, branches and localities according to Official Dispatch No. 59 of the Central Steering Committee on summarizing Resolution No. 18.

Arrange to ensure streamlined internal organization

According to the Government's plan on restructuring public service units, the Central level will continue to review and streamline the apparatus in ministries, ministerial-level agencies and government agencies.

In particular, department and bureau-level units must ensure that their functions and tasks do not overlap; and strictly implement the policy of not establishing divisions within departments under ministries and branches.

At the local level, it is necessary to urgently review and promulgate regulations on the functions, tasks, and organizational structure of provincial and communal agencies, units, and organizations, especially those units after merging or consolidating under the new model.

From there, propose or make reasonable adjustments to ensure no overlap or omission of functions and tasks; at the same time, continue to research and develop plans to streamline the organization in departments, branches and provincial agencies.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the need to reorganize the apparatus to build a streamlined, efficient political system, increase autonomy, improve the quality of labor and public services, and better serve the people and businesses; while reducing budget expenditures and enhancing people's enjoyment and participation.

The Prime Minister acknowledged the urgency of ministries, branches and localities, and requested to continue reviewing and clarifying the political basis for the arrangement of public service units according to the new regulations of the Politburo to have an optimal solution.

Reviewing two areas of health and education

The Ministry of Home Affairs guides ministries, branches and localities to continue to reorganize public service units, state-owned enterprises and focal points within agencies and organizations in the political system.

In the two fields of education and health, where there are many public service units, the Ministry of Education and Training, the Ministry of Health and localities need to review and comprehensively evaluate the activities in the past time. This is to point out the good and bad points and consider whether the arrangement work is in accordance with the Party's policies and legal regulations.

The Prime Minister requested localities to closely follow reality to propose plans to arrange public service units in these two areas in a reasonable and effective manner. The highest goal is to serve the people, improve their lives, ensure health care and the right to education for the people.

The Prime Minister emphasized that the important goals of the reorganization are to reduce the number of units, increase the scale; improve services for people and businesses; reduce State spending and investment, promote the growth of public service units, and enhance people's enjoyment.

The Prime Minister requested ministries and branches to develop principles, criteria, and standards and assign localities to base on them and actual conditions in their localities to propose arrangements and reorganizations.

If in practice, Party documents and State laws do not cover everything, report and propose to competent authorities to amend; at the same time, it is necessary to thoroughly grasp the spirit of not taking examples from 1 or 2 communes to generalize to the whole country.

Classify the problems of the backlog of projects to handle and resolve them.

On the evening of October 6, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries, branches and localities to give opinions on the Project submitted to the Politburo regarding reviewing and removing difficulties for backlogged and prolonged projects.

At the meeting, Government members and local leaders reviewed the results of the pilot project and land dispute settlement according to the conclusions and resolutions of the Central Government, the National Assembly and the Government in 5 localities: Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa and Tay Ninh.

Many opinions believe that there are still shortcomings that need to be overcome, and at the same time, commit to speeding up the process of removing them so that these resources can be put into development soon. This is also the basis for proposing that the Politburo consider expanding implementation nationwide.

The Prime Minister emphasized the correctness, "correctness and accuracy" of Conclusion No. 77 of the Politburo, Resolution No. 170/2024 of the National Assembly and Decree 76 of the Government. Through implementation, Da Nang and Khanh Hoa have achieved initial results in handling project problems.

However, the Prime Minister also frankly pointed out that the review progress is still slow, the synthesis and reporting work is incomplete, and does not closely follow the scope of implementation according to the Politburo's Conclusion.

He requested ministries, branches and especially the above-mentioned 5 localities to complete the review of backlogged and prolonged projects that have had inspection, examination or judgment conclusions, within the scope of Conclusion 77, within October.

The report must clearly state whether the project has been processed, is being processed, or is still stuck; and at the same time, classify it by authority to have appropriate solutions.

On legal and political grounds, if there are no more problems, then it is affirmed to be effective and in the right direction; in case of exceeding authority, it must be reported to the competent authority for consideration.
