Proposal to transfer 703 land registration office branches to communes

VTV.vn - The Department of Land Management proposed transferring the authority to issue red books and 703 land registration office branches to the commune level to streamline the apparatus and create convenience for the people.

The Department of Land Management ( Ministry of Agriculture and Environment ) has just submitted a document on the consolidation of land registration offices according to 2-level local government.

Accordingly, this Department proposed transferring the authority to issue certificates of land use rights and assets on land, confirm changes on certificates in cases of registration of changes performed by branches of land registration offices... to the Chairman of the People's Committee at the commune level.

Based on the actual conditions of each locality, the Chairman of the People's Committee at the commune level is authorized to authorize the unit with the function of land management at the commune level to carry out this work.

Regarding the proposed organization and personnel, the Ministry of Home Affairs will preside over and coordinate with the Ministry of Agriculture and Environment to guide the arrangement of personnel from land registration office branches to commune-level agencies, ensuring stability and no interruption of tasks.

Currently, the whole country has 34/34 provinces establishing land registration offices under the Department of Agriculture and Environment. 703 branches of land registration offices are under the land registration office. The total number of staff, civil servants and employees of the entire land registration office system is about 16,683 people.
