A strong "support" force of cadres from departments and branches
To grasp the actual needs of communes and wards in terms of professional work, the People's Committee of Quang Ngai province has assigned departments and branches to conduct surveys, thereby determining which localities are weak and lacking in which areas and which departments to "supply" the corresponding department and branch staff to support, ensuring smooth and effective work handling.
According to Director of the Department of Home Affairs Ta Cong Dung, through receiving information, the main needs are in groups of fields such as finance, environmental agriculture, information technology... Therefore, units send and second specialized officers for 3-12 months to support communes and wards. At the same time, the Provincial People's Committee also directed to review district and commune-level civil servants and officials to the new commune level; propose fields lacking expertise such as land administration, construction, information technology.

In the field of agriculture and environment, according to feedback from localities, many legal regulations are still overlapping, causing difficulties for establishments. Specifically, the 2024 Land Law does not have instructions on procedures for switching from land lease to land allocation to public service units; land use planning after merger is not suitable if no commune-level plan is made. Some decrees also do not clearly stipulate the authority and implementation procedures, leading to confusion when processing records. In addition, the decentralization of management of irrigation infrastructure assets to the People's Committees at the commune level is still slow; the determination of the authority to issue and revoke food safety certificates in the field of cultivation and plant protection is still inconsistent; the authority to approve and grant licenses on water resources is still separate between localities and the Ministry, prolonging the processing time.
To overcome the difficulties, the Department of Agriculture and Environment of the province has sent 9 officers with Master's, engineer, and bachelor's degrees in the fields of cultivation, animal husbandry, veterinary medicine, irrigation, land management, and geodesy and cartography to support at the grassroots level. These officers took up their duties from September 16, with a support period of 3 months, focusing on solving problems related to agriculture, land resources, environment, irrigation, animal husbandry, and cultivation; at the same time, guiding commune officers to decentralize and advise on handling practical problems.
Working group to remove difficulties and improve management efficiency
Along with sending "support" officials, the People's Committee of Quang Ngai province also established two working groups to directly remove difficulties in the process of implementing the two-level local government model. Chairman of the Provincial People's Committee Nguyen Hoang Giang assigned Standing Vice Chairman of the Provincial People's Committee Y Ngoc and Vice Chairman of the Provincial People's Committee Tran Phuoc Hien to be the Heads of the two working groups. Each group has 16 members who are leaders of the following departments and branches: Home Affairs; Construction; Culture, Sports - Tourism; Industry and Trade; Finance; Agriculture - Environment; Education - Training; Health; Justice... The Department of Home Affairs is the standing agency, advising on the assignment of tasks, developing work programs, and ensuring effective operations. The working groups are assigned to directly inspect, review, and provide guidance to promptly remove difficulties for the grassroots.
Previously, the Provincial People's Committee focused on mobilizing and arranging leaders for the new communes and wards after the rearrangement. Districts, towns and cities were assigned to decide on the mobilization of district- and commune-level civil servants and public employees to the new communes. The Department of Home Affairs presided over the review of the staff, proposed mobilization plans for each field, ensuring both quantity and improving professional quality to serve the people. Currently, departments and branches continue to coordinate with localities to second cadres to the commune level, focusing on important positions that are often in short supply, such as land administration, construction, and information technology.
The mobilization and "support" of cadres not only helps to resolve immediate difficulties but also creates conditions for training and capacity building for grassroots teams, contributing to perfecting the organization of the two-level local government and consolidating consensus among the people. This is considered a drastic step of Quang Ngai to ensure that the two-level local government operates effectively and transparently, meeting the requirements of management and serving the people in the new period.
The report of the Office of the People's Committee of Quang Ngai province shows that in August 2025, the total number of administrative procedure records of 16 departments, branches and branches of the Quang Ngai Provincial Land Registration Office was 18,994 records. As a result, 13,855 records were resolved, the remaining 5,037 records are being processed. The departments and branches alone received 11,848 records, completed 9,823 records, of which 9,711 records were returned before the deadline or on time (accounting for 98.9%), only 112 records were late (accounting for 1.1%). According to statistics from 4,834 organizations and individuals participating in online assessment of satisfaction level, 100% of responses were at the level of "satisfied" and "very satisfied", no cases of "dissatisfaction" were recorded.
