Prime Minister Pham Minh Chinh has just signed Decision No. 2179 assigning Government members to preside over working with localities on the situation of production and business, public investment, import and export, infrastructure construction, social housing, national target programs and the implementation of two-level local government.

According to the assignment decision, the Prime Minister will directly monitor these work contents in three major cities: Hanoi, Ho Chi Minh City and Can Tho. Permanent Deputy Prime Minister Nguyen Hoa Binh will monitor Hai Phong City and Quang Ninh Province.

The remaining Deputy Prime Ministers will each be in charge of monitoring two localities.

Specifically, the Prime Minister assigned Government members to preside over working with localities as follows:

According to the assignment of the head of the Government, members of the Government will preside over working with localities to handle, resolve according to their authority or propose to competent authorities to handle, remove difficulties and obstacles, promote production and business, create jobs and livelihoods for people, disburse public investment capital, import and export, build infrastructure, social housing, national target programs and implement 2-level local government.

These are aimed at achieving and exceeding the economic growth target of over 8% by 2025 and double digits in the following years.

The duties of Government members include: Proactively developing plans and organizing working delegations with localities on a quarterly basis (or when necessary) in an appropriate form.

Government members also have the duty to report to the Prime Minister on the content and results of their work, clearly analyzing the causes of difficulties and obstacles and proposing solutions to promote production and business, import and export, infrastructure construction, social housing, disbursement of public investment capital, national target programs and the implementation of two-level local government.

Government members directly direct the handling of difficulties and problems in the assigned localities according to their authority and legal regulations, and at the same time synthesize problems beyond their authority to report to competent authorities, ensuring the "6 clear" principle: clear people, clear work, clear time, clear responsibility, clear products, clear authority.

At the same time, assigned Government members need to evaluate the implementation of solutions to promote economic growth of over 8% by 2025 and double digits in the coming years; consider responsibilities in leadership, direction, urging, inspection, review, and handling of difficulties, obstacles, and bottlenecks at the local level.

The Prime Minister's decision also clearly states that Government members have the right to request localities to report, provide information and data, and assign officials to coordinate in performing the tasks of the working group.
