Vinh Tan Power Center (Vinh Hao commune, Lam Dong province) has 4 thermal power plants (Vinh Tan 1, Vinh Tan 2, Vinh Tan 4 and Vinh Tan 4 expansion) in operation, with a total generating capacity of 4,284 MW.
According to the Department of Agriculture and Environment of Lam Dong province, the activities of the thermal power plants also generate dust and coal dust (black in color) that is spread into the surrounding environment, especially during the Northeast monsoon season in areas with strong, swirling and whirling winds (from November to April of the following year). In particular, through monitoring results, the authorities discovered that at times, the noise level from the thermal power plants exceeded the allowable limit.

Recently, although the power plants have made efforts to boost the consumption of ash and coal slag, currently the two waste dumps of the factories still have more than 11.5 million tons remaining.
Faced with the above situation, Lam Dong Provincial People's Committee proposed that the Supervisory Team propose to the Government to assign the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Agriculture and Environment, Lam Dong Provincial People's Committee and relevant units to study, evaluate the overall situation and propose adjustments to the planning of Vinh Tan Power Center. In particular, consider assigning the unit to preside over the construction and implementation of the plan to relocate about 402 households living near the power plants to a safe place. The total cost of implementation is estimated at about 803 billion VND.
In the long term, investors of NMNĐ must have measures to control dust, coal dust, and noise generated so as not to affect residential areas, especially during periods of unusual weather every year.

The Supervisory Delegation highly appreciated the results that the NMNĐ has achieved in environmental protection in recent times. However, Vinh Tan Power Center still has some shortcomings and limitations that need to be overcome such as: Dust and coal dust released into the environment; some environmental infrastructure items are still slow to be implemented, not fully meeting standards and regulations; the consumption and reuse of ash and coal slag still face difficulties.
Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy suggested that the People's Committee of Lam Dong province should quickly coordinate with the Ministry of Agriculture and Environment to strengthen the supervision of the activities of thermal power plants, publicize the monitoring results for people to monitor; at the same time, promptly report the results and recommend specific solutions to relocate and resettle households living near the plants.
