The plan was issued on the basis of implementing the directives of the Hanoi People's Committee on prostitution prevention and control in the 2021-2025 period, and the 2025 plans related to inspection and supervision of law enforcement in this field.
According to the Department of Health , the goal of the plan is to encourage and motivate groups and individuals to actively participate in preventing and combating social evils, promptly commend and reward advanced models, thereby promoting the emulation movement to become more and more substantial and effective.

The movement aims to mobilize the participation of the whole society - from state agencies, organizations to residential communities - to join hands to reduce and repel social evils, ensure security and order, and contribute to improving the quality of cultural life of the people of the capital.
Units are required to step up propaganda and raise public awareness; at the same time, promptly reward collectives and individuals with outstanding achievements in the work of preventing and combating social evils.
The plan stipulates that the form of reward is a Certificate of Merit from the Chairman of the City People's Committee. The reward subjects include: Departments, branches, sectors, People's Committees of communes, wards and towns that have done well in the work of preventing and combating prostitution; individuals who are civil servants, public employees and workers who have made positive and effective contributions to this work.
The criteria for awarding rewards are specified at two levels: department, branch, and organization level and commune and ward level.
The collective is evaluated based on factors such as: (1) Proactively advising and coordinating with other sectors to inspect and monitor service establishments at risk of prostitution. (2) Effectively implementing propaganda activities to support sex workers to reintegrate into the community. (3) Having practical initiatives and models in the work of preventing and combating social evils.
For individuals, criteria include compliance with the law, responsibility, proactively proposing solutions and directly participating in activities to prevent and combat prostitution and support the disadvantaged.
Units are required to implement immediately after the city issues related programs and projects. The emulation movement will be summarized and evaluated in December 2025, serving as a basis for considering rewards and replicating advanced models.
The Department of Health's Personnel Organization is responsible for advising and synthesizing reward records, submitting them to the Health Sector Emulation and Reward Council and the City People's Committee for consideration and decision.
The Department of Population, Children and Social Evils Prevention and Control is the focal point for monitoring, inspecting, scoring emulation, and selecting outstanding collectives and individuals to propose rewards.
The plan also issued an appendix with competition scoring criteria, including contents on prostitution prevention and control; support for victims of trafficking; volunteer social work team activities; meeting and reporting regimes, and scoring and classification criteria.
The Hanoi Department of Health emphasized that launching this emulation movement not only aims to promptly reward and encourage, but also to strengthen the responsibility of all levels and sectors in the work of preventing and combating social evils, ensuring synchronous and effective inter-sectoral coordination.
Thereby, contributing to building a safe, civilized, and humane capital Hanoi, towards the goal of "a society without social evils, for the peaceful life of the people"./.
