On the morning of October 10, Major General Nguyen Van Lich, Deputy Commander of Military Region 1, and a working delegation inspected and encouraged officers and soldiers of Regiment 141, Division 3, who are actively helping people in Xuan Cam and Hop Thinh communes, Bac Ninh province, overcome the consequences of storm No. 11.

The river water is still high, but the wall made of sandbags by the army and people together last night is helping to prevent floodwaters from entering the fields. Since noon on October 10, the river water has begun to show signs of slowing down.

Major General Nguyen Van Lich acknowledged and commended the high sense of responsibility, will to overcome difficulties, proactiveness, quickness, and persistent efforts, regardless of hardship, of the officers and soldiers of Regiment 141.

At the Cau River dike through Doai village, Tam Giang commune, the river water has receded about 20cm compared to the flood peak last night. Currently, officers and soldiers of Regiment 833 continue to concentrate forces, along with the local government and people, to reinforce this dike. Throughout last night, the army and people of Tam Giang commune had another sleepless night, joining forces to build a high dike, determined to prevent the flood.
