In the draft currently being consulted, the Ministry of National Defense also proposed that individuals participating in peacekeeping forces receive subsidies for foreign affairs, public relations, propaganda, equipment, and command position subsidies. Women receive special subsidies. The Ministry of National Defense and the Public Security have preferential policies for arranging and using individuals after completing their missions and returning.

Those selected to participate in UN peacekeeping operations must meet many standards. First, they must be officers, professional soldiers, non-commissioned officers, soldiers of the People's Army or officers, professional non-commissioned officers, technical specialists, soldiers of the People's Public Security, meeting a series of criteria.

These are: Having the desire to join the force; having the ability to operate in peacekeeping missions (mainly in Africa); having a strong political stance, being absolutely loyal to the Fatherland, the People, the Party and the State; having revolutionary and exemplary moral qualities; having a clear background; having age, ensuring health, having foreign languages ​​as required by the United Nations...

The National Defense and Security Council decides to send, adjust, and withdraw Vietnamese forces participating in UN peacekeeping operations. The Prime Minister - Vice Chairman of the National Defense and Security Council, is authorized to withdraw Vietnamese forces currently deployed in the country in case of emergency.

Since June 2014, Vietnam has officially sent forces to participate in United Nations peacekeeping operations. By mid-2024, Vietnam has sent 812 officers to perform missions at the UNMISS Mission (South Sudan), MINUSCA Mission (Central African Republic), UNISFA Mission (Abyei region), EUTM RCA Mission (European Union Training Mission in Central Africa) and the United Nations Headquarters.

The officers are assigned to perform tasks individually as military staff, trainers, equipment officers; liaison officers; military observers; military-civilian coordination officers; communications officers; military provisions officers, and personal police officers at the Mission. The unit form includes a Level 2 Field Hospital with 63 soldiers; an Engineering Team with 184 soldiers.

Currently, the deployment of forces for peacekeeping missions is carried out in accordance with Resolution 130/2020 of the National Assembly, but the implementation process has many limitations. The process of deployment, selection and training of forces is not complete and strict. Ensuring resources, finance, regimes and policies for officers have not met the practical situation. "Building a Law on participation in UN peacekeeping forces is necessary," the Ministry of National Defense affirmed.

It is expected that the Government will submit it to the National Assembly for comments at the 9th Session (mid-2025) and approve it at the 10th Session (late 2025).
