Expressing agreement and consensus with the need to develop draft laws and resolutions, delegates also contributed many ideas to overcome limitations and inadequacies of current regulations; proposed adjustments and supplements to perfect policies in a suitable manner, close to the practical needs of management and implementation at the grassroots level.
Regarding the draft Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law, delegates assessed that the mechanisms and policies will contribute to removing difficulties and obstacles, shortening the time for organizing the implementation of land use projects, ensuring consistency in implementing the Land Law. Notably, opinions also highly appreciated the key content of the Draft Resolution, which is built in the direction of not requiring a Resolution of the Provincial People's Council before the competent State agency decides to allocate land, lease land, allow the conversion of the purpose of using rice-growing land and forest land to other purposes; the establishment of commune-level land use plans every 5 years; the amendment of land price tables, the issuance of land price adjustment coefficients during the year or by region when necessary and assigning the Government to specify details...

Commenting on the Draft Law on Construction (amended) and the Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals, some opinions suggested that there should be more detailed and specific regulations on planning for embankments and waste disposal sites to contribute to speeding up the construction progress of public investment projects and works; removing difficulties in regulations on fire prevention, trees, and water surface area for resettlement areas in a simple and easy-to-implement direction.

Expressing concern about the Draft Law on Planning (amended) and the Draft Law amending and supplementing a number of articles of the Law on Urban and Rural Planning, delegates emphasized: it is necessary to clearly stipulate that the public disclosure of planning on the electronic information portal of state agencies must be fully posted, including decisions, maps, and explanations of all new planning projects as well as adjustments to master plans and local adjustments.
Concluding the Conference, Head of the Provincial National Assembly Delegation Bui Minh Chau acknowledged and highly appreciated the sense of responsibility and frank comments of the delegates, experts and professional agencies. At the same time, he requested the Secretariat to record and summarize all comments to report to the National Assembly Standing Committee and serve the discussion at the 10th Session of the 15th National Assembly.
