The National Assembly Delegation of Quang Ninh province collects opinions on draft laws submitted to the 10th Session.

On the afternoon of October 10, the National Assembly Delegation of Quang Ninh province held a conference to collect opinions on draft laws in the field of education and training to be submitted to the 10th Session of the 15th National Assembly.

Attending the conference were: Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Ha; Vice Chairman of the Provincial People's Council Nghiem Xuan Cuong ; Vice Chairman of the Provincial People's Committee Nguyen Thi Hanh; representatives of leaders of departments, branches and 21 high schools, colleges and universities in the province.

Contributing to the draft Law on Higher Education (amended), delegates focused on giving opinions on the implementation of autonomy of higher education institutions associated with real accountability; financial policies, tuition fees; coordination mechanism between the Ministry of Education and Training and local authorities in network planning, quality assessment and support for higher education development.

Regarding the draft Law on Vocational Education (amended), opinions focused on analyzing the feasibility and equivalent value of the "vocational secondary school" program; policies to attract and reward lecturers and support learners; solutions to strengthen the connection between vocational education institutions with businesses and localities to improve training efficiency in line with labor market needs.

Commenting on the draft Law amending and supplementing a number of articles of the Law on Education, delegates expressed many opinions on the feasibility of the "Vocational High School" model and the value of the equivalent high school diploma; whether to abolish the high school graduation exam or continue to organize the exam; financial policies and decentralization of management in the education system...

Representatives of educational institutions in the province contributed opinions to the draft laws.

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Ha acknowledged the enthusiastic and practical opinions of representatives of educational institutions. The Provincial National Assembly Delegation will fully synthesize and send them to the National Assembly Standing Committee and drafting agencies to continue researching and perfecting the draft laws, contributing to improving the quality of the legal system in the field of education and training, meeting the requirements of fundamental and comprehensive education innovation in the new period.
