The map is expected to become the “information infrastructure” for the Vietnamese technology market – open, transparent and measurable.

On the evening of October 9, at the ceremony to honor the Top 10 Vietnamese Digital Technology Enterprises, the Vietnam Software and IT Services Association (VINASA) officially launched the Vietnam Digital Technology Enterprise Map 2025. This is the first year the project has been implemented, gathering 257 enterprises arranged in 389 positions in 23 field maps.

Of these, 81 enterprises in the Top 10 Vietnamese Digital Technology Enterprises program have their data verified and located at 169 locations on the map. All information will be published for free on an online platform, allowing organizations and enterprises to access, search and use.

Competency locator and market connection tool

Speaking at the event, Deputy Minister of Science and Technology Bui Hoang Phuong assessed the launch of the Digital Technology Enterprise Map as “a very meaningful activity”, helping Vietnamese technology enterprises “clearly define their position in the overall picture of the industry”, thereby identifying opportunities for development and market expansion.

Mr. Nguyen Van Khoa, Chairman of VINASA, said that the Map has special significance in locating capacity, comparing correlations between enterprises in the same industry and supporting development strategy planning. “The Map helps partners choose suitable suppliers and investment enterprises; at the same time, it supports management agencies in strategic planning and building more effective industry development programs,” Mr. Khoa emphasized.

According to VINASA, in the coming period, the Map will be continuously updated on an online platform, allowing businesses to submit periodic assessment data. Experts will evaluate and the system will automatically update the new position, helping the information accurately reflect the capacity and scale of each business in real time.

Assessment method according to international standards

To build the Digital Technology Enterprise Map, VINASA uses the VINASA TechMap evaluation method, developed based on Gartner's Magic Quadrant model. The enterprise positioning is based on two axes: Vision and Execution, each axis includes 5 specific criteria.

The Vision axis evaluates factors such as innovation, market strategy, ecosystem, sustainability, and compatibility. Meanwhile, the Execution axis considers product quality, customer service, growth strategy, market share, and financial capacity.

The assessment process is carried out through the steps of independent scoring by experts, standardizing scores to the same reference frame, building a decision matrix, determining weights and using the TOPSIS model to position businesses on the map.

Based on the results, businesses are classified into four main groups:

Leading Group: Leading the market, with strategic vision and outstanding execution capacity.

Strength Group: Focus on practical effectiveness, strong implementation capacity.

Specialized Advantage Group: Has its own strengths, develops in a specialized direction.

Explorer Group: Innovate, pioneer new technology but execution capacity is still developing.

Top 10 Digital Technology Enterprises Switch to Evaluation and Ranking

2025 is also the 10th time VINASA organizes the Top 10 Vietnamese Digital Technology Enterprises program, with an important change: switching from voting to evaluation and ranking according to VINASA TechMap standards.

In the first phase, 81 enterprises were authenticated and recognized by the Council of Experts, recording a total revenue of more than VND 160,000 billion (about 6.5 billion USD) in 2024, accounting for more than 40% of the total revenue of the software and IT services industry in Vietnam. The total number of employees in this group reached more than 132,000 technology engineers.

A step forward for Vietnam's technology ecosystem

According to VINASA, the Digital Technology Business Map is not only a search or positioning tool, but also a platform for connecting and making the Vietnamese technology market transparent. Businesses and partners can look up profiles, products, certificates, or schedule direct connections with potential units.

The map is expected to become a “digital information infrastructure” of the industry, supporting Vietnam in developing a modern, open and measurable digital technology ecosystem - in line with the national digital transformation orientation for the period 2025 - 2030.
