Breakthrough in the new era, developing Hanoi Capital into a civilized, modern and happy one

News and People Newspaper respectfully introduces an article by Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi City National Assembly Delegation on the occasion of the 18th Hanoi Party Congress, term 2025 - 2030:

Hanoi is not only the center of the country, but also the pioneering flag paving the way for innovation, the place where the aspiration for a strong, prosperous and happy Vietnam originates. In that special sense, the 18th Congress of the Hanoi Party Committee, taking place from October 15 to 17, 2025, is an important political event of the Party Committee, government, armed forces and people of the capital.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress is determined to promote the thousand-year tradition of civilization and heroism; unite to build a clean and strong Party organization; pioneer breakthroughs in the new era; build a civilized, modern and happy Capital; contribute significantly to the successful implementation of the two 100-year goals of the country.

Creating new position and strength for the Capital to enter a new era

Over the past 80 years since the country's independence (1945 - 2025), 71 years since the Liberation Day of the Capital (October 10, 1954 - October 10, 2025) and nearly 40 years of implementing the Renovation process (1986 - 2025), under the leadership of the Party, the Capital Hanoi has persistently and determinedly built and developed, becoming the national political - administrative center, the heart of the country, a major center of economy , culture, education - training, science - technology, international integration.

In that glorious journey, the 17th Congress of the City Party Committee has made important contributions. In the face of difficulties and challenges greater than expected, the Party Committee, the government, the armed forces and the people of the Capital have promoted solidarity, courage, intelligence, and creativity to resolutely implement the Resolution of the 17th Congress with 10 work programs, 5 key tasks, and 3 breakthroughs; achieved comprehensive and positive results; completed 16/20 targets set by the Resolution of the 17th Congress, of which 4 targets exceeded the plan, completed 1 to 2 years early, contributing to creating a new position and strength for the Capital to firmly step forward in the era of national development.

Building a clean and strong Capital Party Committee is to consolidate the roots of trust - because the strength of the Capital starts from the people's hearts and the Party's will. During the term, the work of building the Party Committee and the political system has many innovations and creations suitable to the characteristics of the Capital. Political, ideological and ethical work ensures substance associated with commitment to responsibility, building integrity and service spirit. Mass mobilization work has many innovations clearly demonstrating the viewpoint "people are the root" with thousands of "skillful mass mobilization" models. Cadre work has been innovated in the direction of building a database of staff, arranging according to the motto "for the job, find people", "for the job, arrange people", taking the measure of products, efficiency and people's satisfaction to evaluate cadres.

Hanoi not only exceeded the target of developing new party members, but also took the lead in developing party members who are students - the "red seeds" rich in knowledge, the future owners of the country. Inspection and supervision work was strengthened, promptly inspected, reviewed and strictly handled party organizations and party members involved in complicated and prolonged cases assigned by the Central Committee. Internal affairs, anti-corruption, waste and negativity work was guaranteed to be "non-stop, non-stop", "no forbidden zones, no exceptions". By August 22, 2025, Hanoi had completed the congresses of 136/136 grassroots-level party committees for the 2025-2030 term (including 10 affiliated party committees and 126 commune and ward party committees), exceeding the set schedule.

The leadership methods of Party committees at all levels continue to be innovated. Pioneering in thinking, breakthroughs in action, aiming for the happiness of the people, that is the mettle of a modern, civilized and humane Capital. The City Party Committee has organized a summary of practices, researched theories, proposed and recommended the Central Government to issue many specific policies, mechanisms and policies for the Capital, typically: Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the Capital Hanoi to 2030, with a vision to 2045; Capital Law 2024; Capital Planning for the period 2021 - 2030, with a vision to 2050 and Overall Adjustment of the Master Plan of the Capital Hanoi to 2045, with a vision to 2065.

Developing the Capital today has gone beyond the goal and task of developing a land, developing the Capital is also cultivating the national stature, spreading the aspirations of Vietnam in the new era. Hanoi has taken the lead in arranging administrative units and organizing the administrative apparatus according to the two-level local government model; arranging from 526 to 126 units with a consensus rate of over 97% of the people.

The capital's economy continues to grow strongly with an average GRDP growth of 6.57% per year, 1.1 times higher than the national growth rate; the economic scale reaches about 63 billion USD, 1.42 times higher than in 2020, accounting for 41.54% of the Red River Delta and 12.6% of the country; GRDP per capita is estimated at 7,200 USD. Hanoi has completed the new rural construction plan 2 years ahead of schedule, leading the country in the movement to build new rural areas, advanced new rural areas and model rural areas.

The urban appearance continues to improve with an increasingly developed network of transport infrastructure and social infrastructure. The city has started construction of Ring Road 4 - Capital Region; put into operation 2 urban railway lines (Cat Linh - Ha Dong and the elevated section Nhon - Hanoi station), started construction of railway line No. 2 (Nam Thang Long - Tran Hung Dao); started construction of 5 bridges over the Red River: Tu Lien, Ngoc Hoi, Van Phuc, Thuong Cat, Tran Hung Dao; inaugurated the largest Vietnam Exhibition Center in Southeast Asia; started construction of the Pearl Theater...

Hanoi's breakthrough lies not in the scale of the project, but in the institutional vision, management thinking and innovative power of the capital's people. The city is the leading unit in the country in the Information Technology Industry Index, e-governance, and innovation. Culture and society continue to develop. Hanoi was honored by Time Out Magazine as the world's leading cultural destination in 2025.

The city has invested heavily in the restoration and embellishment of historical and cultural relics; maintained its leading position in health and education; completely eliminated poor households according to multidimensional standards by 2024, 1 year ahead of schedule. Realizing the spirit of putting people at the center of development, Hanoi is currently the locality with the highest human development index (HDI) in the country at 0.829; average life expectancy is 76.5 years, an increase of 1.0 years compared to 2020.

Implementing the direction of the Central Government and General Secretary To Lam, Hanoi is the first locality in the country to support boarding meals for primary school students from the 2025-2026 school year. The city is also a "bright spot" in terms of its capacity to respond to natural disasters and epidemics, typically during the COVID-19 pandemic and typhoon Yagi (2024)...

Hanoi continues to prioritize environmental pollution treatment, launch movements, gradually make environmental sanitation a routine, orient the development and implementation of "green" and "forest in the city" models, open more parks and flower gardens, and fundamentally solve the problem of waste treatment with two waste-to-energy plants. In particular, with drastic and synchronous solutions in a "lightning-fast" time, Hanoi has gradually revived the To Lich River.

With the core of the Public Security and Military forces, the city continues to maintain its position as a top security and safety destination; at the same time, it promotes administrative reform, boldly pilots the "one-level Public Administration Service Center model", creating an increasingly innovative, trustworthy and attractive investment and business environment.

Hanoi today carries within itself the beauty of a thousand-year-old cultural tradition and the spirit of the new era, elegance, loyalty, creativity and responsibility. The celebration, parade and march of the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam were a great success, creating the atmosphere of a "National Festival", leaving emotional and proud echoes, motivating and inspiring the whole country, which is a proof.

Besides the achievements, the implementation of the Resolution of the 17th Congress still has limitations and shortcomings as pointed out in the draft Political Report submitted to the 18th City Party Congress.

Building a "Cultured - Civilized - Modern" Capital, a peaceful city with happy people

Entering a new development phase, in addition to advantages and opportunities, the context poses many difficulties and challenges for Hanoi. Accumulated bottlenecks, aging population, climate change, natural disasters, epidemics and the four risks pointed out by the Party including backwardness, corruption, “peaceful evolution”, and “self-evolution” still exist.

On August 21, chairing the Politburo's meeting with the Hanoi Party Committee Standing Committee to give opinions on the draft documents and personnel plan for the 18th City Party Congress, General Secretary To Lam emphasized the need to build the image of a green - smart - livable capital that is attractive both domestically and internationally.

Realizing that spirit, Hanoi has concretized and implemented the 7 strategic resolutions of the Politburo into the reality of the Capital, determining the goal that by 2030, Hanoi will be a "Cultured - Civilized - Modern" Capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, with a development level on par with the capitals of developed countries in the region; a center and driving force for the development of the Red River Delta, the Northern region, a growth pole with a leading role in the country's economy, with influence in the region; a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics and society, a peaceful city, happy people.

We also clearly define the vision for 2045, the capital Hanoi will be a globally connected city, with a high standard of living and quality of life; comprehensively developed economy, culture and society, unique and harmonious, representing the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita will reach over 36,000 USD.

To concretize the goal, the City has identified 43 targets by 2030 focusing on economy, society, urban - environment and Party building. In particular, the average GRDP growth rate in the period of 2026 - 2030 is expected to reach 11.0%/year or more; GRDP per capita is expected to be over 12,000 USD; the proportion of added value of digital economy in GRDP is expected to reach 40%; the proportion of cultural industry in GRDP is about 8%; social investment capital implemented in the area is expected to reach 5.0 million billion VND;...

The Human Development Index (HDI) is about 0.88; the Happiness Index (HPI) is 9/10; the rate of trained workers is 80% or more... And every year, the minimum number of newly admitted party members is 11,000; the rate of party members and the rate of party organizations completing their tasks well or better every year are both over 90%...

With the spirit of “new vision - new global thinking, Capital thinking and Hanoi action”, the Political Report presented to the 18th Congress identified 10 groups of key tasks and solutions. In particular, the city will focus on 3 breakthroughs to concretize and resolutely achieve the above goals and targets.

Determined to take the lead in building a streamlined, honest, effective and efficient State, a government "of the people, by the people and for the people", the City Party Committee will create a breakthrough by focusing on building and perfecting development institutions. First of all, complete the concretization of the Capital Law; build mechanisms and policies to remove bottlenecks, overcome limitations and unblock, mobilize and effectively use resources for development. Pioneer in piloting new mechanisms and policies, focusing on: Science and technology development, innovation, digital transformation; private economic development; education and training; healthcare... Promote decentralization, delegation of power and authorization with the motto "locality decides, locality does, locality is responsible".

Hanoi will also make a breakthrough in developing, exploiting, and effectively using high-quality human resources and attracting talents. In particular, it will focus on building a team of cadres, especially leaders and managers at all levels of the capital with courage, will to rise up, aspiration to contribute, strategic thinking, and the capacity to organize and implement resolutions; have a mechanism to encourage and protect cadres who dare to innovate and take responsibility for the common good. Attract and promote excellent leaders, managers, talented experts, scientists, and highly qualified workers at home and abroad, both in the public and private sectors.

At the same time, the City prioritizes the development of a modern, smart and connected infrastructure system to create a breakthrough in development. In particular, investing in a synchronous and diversely connected transportation system with a long-term vision of an integrated inter-regional and international transportation network: expressways, national highways, belt roads, gateway intersections, bridge systems across the Red River and Duong River, urban railways connecting satellite cities with the central region and neighboring provinces; logistics systems linking economic corridors and belts.

Transport-oriented urban development (TOD) and underground space exploitation and development. Building digital infrastructure, synchronous and modern science, technology and innovation infrastructure; connecting large databases on: planning, population, health, culture, education, insurance, land, housing... to create a foundation for sustainable development and enhance the competitiveness of the Capital in the digital age.

With the pioneering role and mission in the new era, the era of national growth, the Party Committee, the Government and the People of the Capital affirm to persistently realize the vision of "Cultural Capital - Global Connection - Elegant and Glorious - Harmonious Development - Peaceful and Prosperous - Serving Government - Contributing Enterprises - Trusting Society - Happy People". The Resolution is accompanied by an action program, the action must be specific for each project, project, work, plan, clearly assigning the collective and individual responsibilities, clearly defining the implementation roadmap and completion time, ensuring the motto "Six Clear" (clear people - clear work - clear time - clear responsibility - clear product - clear authority).

Each step forward of Hanoi is a step spreading confidence to the whole country, affirming the position, mettle and intelligence of Vietnam in the international arena. From Thang Long a thousand years ago to Hanoi today, the spirit of daring to think, daring to do, daring to take responsibility for the benefit of the people still shines brightly. We firmly believe that, with the attention and direction of the Central Committee, directly from General Secretary To Lam, the help and companionship of departments, ministries, branches and provinces and cities, especially the spirit of solidarity and determination of the Party Committee, government, army and people of the Capital, the 18th Congress of the City Party Committee, term 2025 - 2030 will be a great success, paving the way for realizing the aspiration of pioneering with the country into a new era - an era of strong and prosperous development.
