Training high-quality human resources in the new era

Resolution of the 20th Provincial Party Congress for the 2025-2030 term clearly states that human resource development is one of three breakthrough programs of Nghe An province.

This is an opportunity for developing human resource training to meet business needs in the context of the 4.0 industrial revolution. Taking education and training as a strategy, vocational education as the focus and key is the direction of educational institutions in the area today.

At Vinh University, the issue that the school is particularly concerned about is the quality of output standards of higher education. When building and promulgating the set of standards to ensure the quality of training programs, the school hopes that this will be a tool to improve the effectiveness of the internal quality assurance system and optimize resources, meeting the requirements of international integration.

Professor, Dr. Nguyen Huy Bang, Principal of Vinh University, said that in order to build innovative output standards, since 2017, the school has followed the CDIO model and has been continuously improved to suit the context of 4.0 technology development and new teaching models. That is inverted teaching, teaching according to the PBL Project model (instead of just learning theory, students are encouraged to be proactive, creative and cooperative to explore , research and apply knowledge into practice).

The assessment of learning outcomes is carried out according to output standards on knowledge, evaluation indexes of science, technology, innovation and entrepreneurship projects. Thereby, creating opportunities for changes in both quantity and quality in training associated with scientific research, innovation and business practices.

Along with that, Vinh University focuses on strategies to improve its ranking according to prestigious international rankings such as SCImago (Spanish Scientific Research Institutions Ranking Organization). The goal is to lead the development of education in the North Central region, contributing to the development of the country and the world.

The school is currently continuing to develop a set of standards to ensure the quality of training programs in the specialized directions of each group of majors and each training level (undergraduate, master's, doctoral). The school always considers improving the quality of training programs as a core factor in the development roadmap, to realize the vision of becoming a smart university, ranked in the top 500 universities in Asia by 2030, aiming for the top 1,000 universities in the world by 2045.

For Vinh University of Technical Education, in response to the demands of the 4.0 industrial revolution and the increasing demands of the labor market, the school focuses on the task of training highly qualified technical human resources, mastering technology, and quickly adapting to digital transformation. To do this well, the school has increased investment in laboratories, practice workshops, and the "virtual enterprise - real enterprise" model in the school.

The school focuses on innovating training programs towards output standards associated with digital competencies, soft skills and innovative thinking. The training process is associated with an important task, which is to focus on developing high-quality human resources for the province.

Dr. Thai Anh Tuan - Chairman of the Board of Vinh University of Technical Education said: The school aims to not only train technicians and engineers with good professional skills but also those with entrepreneurial and innovative capabilities. Therefore, during their time at school, students are encouraged to participate in applied research projects and technology startups to form a young, creative workforce, contributing to improving the province's labor productivity.

Identifying human resource development as one of the three breakthroughs, Nghe An has integrated this task into many plans and action programs. In the past term, the Provincial Party Standing Committee issued Resolution No. 03-NQ/TU on "Improving the quality of comprehensive education in Nghe An province" and Project No. 14/DA/TU on training and developing human resources with vocational skills. In parallel, the province has many synchronous policies to develop human resources, vocational training associated with job creation, attracting and using talents.

Thanks to the implementation of these programs, the school system in the province has been continuously invested in facilities and teaching equipment in the direction of standardization and modernization. Nghe An is also the leading province in the North Central region in building mechanisms and policies, forming educational models to create breakthroughs in development. Thanks to that, the quality of teaching at all levels and grades has been firmly affirmed, for many consecutive years, Nghe An Education has been in the top of the country with many students winning national, regional and international awards. This favorable premise creates a high-quality human resource for the province, when every year Nghe An has thousands of students with high scores passing the entrance exams to top universities in the country.

In the field of vocational training, Nghe An currently has 6 universities, ranking third in the region in terms of the number of universities; 10 colleges, 13 secondary schools, 22 vocational education centers, 18 establishments registered for vocational education activities, with the enrollment scale of the vocational education system reaching 79,231 students each year.

With a diverse occupational structure and training levels, human resources from universities and colleges gradually meet the needs of the labor market. Currently, the rate of trained workers in the whole province increased from 66.4% at the end of 2021 to 70.1% at the end of 2024 (an increase of 3.7%). Human resource development has had a positive impact on the shift in labor and economic structure, improving labor productivity, increasing income, contributing to poverty reduction, sustainable economic development, strengthening national defense, security and social order of the province.

Identifying high-quality human resources as a decisive factor for socio-economic growth, Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development has proposed strategic breakthroughs to develop high-quality human resources, aiming to bring the country firmly into the era of rich, strong and civilized development.

Mr. Thai Van Thanh, Director of the Department of Education and Training of Nghe An province, emphasized: “The focus of education must shift from equipping knowledge to fostering and training thinking methods, methods of finding and solving problems, creativity, self-training and adaptability. In addition, it is necessary to strongly innovate mechanisms and policies to build and develop high-quality human resources, with outstanding and breakthrough mechanisms, policies and solutions in attracting, promoting and using talented people to encourage high-quality workers in their work and dedication…”.

Currently, universities and vocational schools continue to expand cooperation with industrial parks and large enterprises in the area, organizing exchange sessions to understand human resource needs. This is the basis for schools to build short-term, medium-term and long-term training programs, meeting the specific needs of businesses; creating conditions for students and lecturers to start businesses in strategic areas such as agriculture, forestry, fisheries and semiconductor chip technology, ready to support the development of start-up businesses.
