Digital land data - the foundation for e-government

Lam Dong synchronously deploys many solutions to build and operate the land database system - an important platform serving national digital transformation and administrative reform in the land sector.

Step by step land data synchronization

According to Mr. Nguyen Quang Ngoc, in Duc Trong commune, if land data is digitized, people will benefit a lot. "When coming to do land procedures, thanks to digitization, the files will be received and processed much faster than before."

Every day, the Land Registration Office branches in the province receive hundreds of records related to procedures such as: registration of changes, land division, land merger, land use purpose change, transactions... Although the number of records is very large, for areas where land records are updated with digital data, they are processed quickly and on time.

Notably, the project to complete the overall land records system of Lam Dong province is being vigorously implemented. To date, 37/124 communes and wards have completed the construction of the land database and put it into operation; 71/124 communes and wards are implementing; the remaining 16 communes and part of 14 communes and wards have not yet implemented. The province is also actively implementing Plan No. 515/KH-BCA-BNNMT dated August 31, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment on the "Campaign to enrich and clean up the national land database". Lam Dong has established a Steering Committee, issued detailed plans to each unit, and strived to complete the target by November 30, 2025.

Currently, the locality has completed the construction of a reference table of cadastral maps before and after the administrative unit arrangement, as a foundation for the next steps. The work of reviewing and classifying land data is divided into 3 groups: Group 1, data has been built and ensured to be "correct - sufficient - clean - alive" at present, there are no plots. Group 2, data needs to be supplemented, information of land users and property owners needs to be verified: 893,058 plots of land. Group 3, data does not meet requirements, need to be newly built: 900,335 plots of land. For areas without a database, the province is collecting, reviewing, and making a list of cases that need to create initial data, especially land of organizations and individuals at the commune level.

Many difficulties and challenges arise

Despite positive results, the implementation process in Lam Dong still faces many difficulties. First of all, the volume of data is massive, diverse and lacking in uniformity. Survey records over the periods use many different technologies and formats, making standardization, synchronization and conversion time-consuming. Next, financial resources and specialized human resources are still limited. Meanwhile, the team of IT and surveying staff at the local level is still thin, not meeting progress requirements. In addition, some procedures and regulations are still inadequate; land, population, business and tax data have not been integrated and shared effectively; land change updates are not regular, causing information errors in some areas.

From the implementation practice, Lam Dong proposed that the Central Government support to resolve 3 key groups of issues. First of all, there should be unified guidance in converting cadastral database data from 3 levels to 2 levels, standardizing the process of map editing, integrating and operating cadastral database according to the direction of the Ministry of Agriculture and Environment .

Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Le Trong Yen proposed that the Government allocate medium-term capital for the period 2026 - 2030 to localities that have completed cadastral surveying, helping to accelerate data digitization and standardization. Lam Dong alone needs to add about 1,600 billion VND to complete the database and cadastral maps, especially the area not subject to arrangement according to Decree 118/2014/ND-CP and 04/2024/ND-CP.

At the same time, it is necessary to have a specialized training mechanism for commune-level land officials and data technicians to meet the requirements of digital transformation. According to Vice Chairman of the Provincial People's Committee Le Trong Yen, the completed land database system will improve management efficiency, reduce procedures, prevent negativity and better serve people, businesses and e-government.
