Making English the second language, a turning point in Vietnamese education

Developing public education is the mainstay, while non-public education is an important component.

Specifically, deeply and fully understand and consistently implement the viewpoint that education and training is the top national policy, deciding the future of the nation. Developing education and training is the cause of the Party, the State and the entire people. Effectively implement strategic decisions to build a modern and equitable national education system in the direction of "standardization, modernization, democratization, socialization and international integration".

Innovate and synchronously improve the legal system, mechanisms and policies on education and training development. Improve the quality of education and human resource training, especially high-quality human resources in key and strategic fields, industries and occupations.

Develop and implement the National Target Program on modernization and improvement of education and training quality. Develop public education as a pillar, non-public education as an important component of the national education system. Focus on developing preschool and general education.

Modernize higher education, have breakthrough policies to develop a number of research-oriented higher education institutions into centers of science , technology and innovation on par with advanced countries.

Improve foreign language skills of students, make English the second language in schools. Introduce digital skills into general education programs. Have special and outstanding preferential policies for teachers, scientists and educational administrators.

Strong application of digital technology and artificial intelligence in education and training

Innovate the education system in an open and interconnected way between methods, levels and grades. Strongly shift the education process from mainly equipping knowledge to comprehensively developing learners' capacity, physical strength and qualities, standardizing quality and strictly controlling output. Emphasize basic and fundamental sciences.

Strengthen career orientation right from high school; focus on streamlining after junior high school and high school. Develop high-quality vocational training schools at regional and international levels. Diversify training types and training facilities; comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training; ensure lifelong learning conditions for people.

Strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development. Continue to innovate state management of education, ensure quality, efficiency, synchronization, unity, with reasonable division of labor, decentralization, and delegation of powers; innovate governance, ensure full and comprehensive autonomy and accountability of educational institutions, especially vocational education and higher education; fundamentally innovate financial and investment mechanisms and policies for education and training.

Harmoniously develop education and training among regions; have priority policies for investment in education development in mountainous, remote, border, island areas, areas with ethnic minorities facing special difficulties, and policy subjects. Resolutely resolve the shortage of teachers, schools, classrooms and teaching equipment.

Focus on training high-quality human resources according to international standards

Proactively and actively integrate into international education, share experiences and participate in global learning networks; strongly attract resources for education; encourage Vietnamese teachers and scientists abroad and foreigners to participate in training and scientific research in the country; promote sending officials, students and pupils for training abroad and attract foreign students to study in Vietnam.

Focus on training high-quality human resources according to international standards to meet the development requirements of strategic industries and technologies. Have special mechanisms and policies to discover, attract, train, foster, and promote talents; focus on attracting good scientists and leading experts at home and abroad, especially in basic sciences and other particularly important fields.

Promote the building of a lifelong learning society, develop models, methods and learning movements in a diversified direction, suitable for each subject and each locality. Promote the role and responsibility of the entire political system in promoting the development of a learning society; raise awareness of self-study, self-training, self-improvement of knowledge, and improvement of qualifications of all people, of all ages.

Innovate and improve the efficiency of basic education institutions; support community learning centers, especially in border areas, islands, remote areas, ethnic minority and mountainous areas; strengthen distance learning; support disadvantaged people to have conditions for lifelong learning. Encourage overseas Vietnamese to participate in activities to promote learning, talent and build a learning society.
