On the morning of October 19, after the voter contact program before the 10th session of the 15th National Assembly, Prime Minister Pham Minh Chinh inspected the operation of the public administrative service center of Hung Phu ward, Can Tho city, as well as the operation of the 2-level local government model in general in the area.

According to the report of the People's Committee of Can Tho city, the implementation of administrative unit arrangement and construction of a 2-level government model was carried out seriously and on schedule by agencies and localities, achieving positive results, demonstrating the support of the people for the policies of the Central Government and the City.
The operations of the commune and ward governments are basically stable; the workload is large but is still resolved on time and in accordance with regulations. The public administration center operates stably, creating convenience for the people. The communes and wards arrange civil servants with information technology qualifications to support the people, digitize records, and effectively store documents.
After the reorganization, the People's Committee of Can Tho City (new) includes 14 specialized agencies, 01 Management Board of Can Tho Export Processing and Industrial Zones and 354 public service units at the city level. The total number of city-level officials, civil servants and public employees currently present is 25,958 people, including 2,137 officials, civil servants and 23,821 public employees.
The total number of communes and wards after the reorganization is 103 (31 wards and 72 communes) with 299 specialized departments and 1,086 public service units at the commune level (excluding the Public Administration Service Center). About 25% of communes and wards have not yet issued decisions regulating the functions, tasks, powers and organizational structure of specialized agencies. The total number of commune-level cadres, civil servants and public employees currently present is 37,290, of which: 4,379 cadres, civil servants and 32,911 public employees.

Can Tho City has increased and supplemented city-level cadres to communes and wards to take up positions in Party committees, government leaders, and professional cadres in commune-level departments and offices; has arranged enough positions of Chairman, Vice Chairman of People's Committee, Vice Chairman of People's Council at commune level according to regulations; has arranged 480 qualified and capable cadres, civil servants, and public employees at city level to communes and wards to work in vacant or lacking positions; has sent cadres from departments and branches, and sent civil servants and public employees to reinforce the grassroots level, but the results are still limited.
As of October 3, 2025, the total number of positions and fields of work lacking in communes and wards compared to the staffing quota is 266 cases; there are still 1,093 civil servants lacking compared to the assigned staffing quota.
Regarding the settlement of policies and regimes, by September 30, 2025, 2,719 cases of civil servants and public employees who quit their jobs to enjoy policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP had been resolved; of which the number of people who had received policy and regime payments by October 3, 2025 was 2,352/2,719 cases with a total amount of VND 2,464.434 billion; 367/2,719 cases had not been completed.
The city has supported cadres, civil servants, public employees and workers of Soc Trang province (old) and Hau Giang province (old) to work at the Can Tho city administrative center after the administrative unit arrangement with 5,000,000 VND/person/month.
Currently, there are 413 administrative procedures under the jurisdiction of the People's Committees at the commune and ward levels in Can Tho city. From July 1, 2025 to now, the total number of administrative procedure records resolved is 174,683/190,295 (resolved before the deadline: 169,865, on time: 356, overdue: 4,462); being resolved: 15,612/190,295 (on time: 14,654, overdue: 958); the rate of records synchronized with the National Public Service Portal is 165,631 records; the rate of online payment transaction records is 43.68%.

Particularly, the Hung Phu Ward Public Administration Service Center , since July 1st up to now, has seriously implemented the reception and settlement of administrative procedures, ensuring compliance with regulations, publicity and transparency; the number of procedural files received, settled and returned results before the deadline, on time accounts for a high percentage, the number of files returned with results after the deadline is zero.
With 15 officers and civil servants, from July 1 to October 16, the Center received 2,005 applications (of which 33 applications were refused to be processed; 35 applications were withdrawn), the total number of applications received and processed was 1,937, of which 1,804/1937 were online applications, reaching 93.13%; 133/1937 were direct applications, accounting for 6.87%. The number of applications resolved and returned with results on time, before the deadline was 1,831, reaching 100%. The number of applications still within the processing deadline was 105. The number of applications awaiting additional information was 01.
The Center has created a QR code for the list of administrative procedures according to the link of the online public service page, posted on the ward's electronic information page to help people easily access and look up information about the procedures, saving costs of printing and posting procedures at the Center.
However, in the early days of operation, some people were not familiar with online application, so officials, civil servants, and union members were on duty at the Center to support people in submitting online applications. However, there were still applications submitted directly because the network and software systems were not operating smoothly at times, so they had to be received directly to resolve urgent needs for people.

Inspecting the actual operation of the Center and discussing with people and officials, Prime Minister Pham Minh Chinh emphasized that the important thing when switching to a two-level local government model is to change the state to creating development and serving people and businesses.
Considering that the citizen identification card has integrated many information fields, the Prime Minister emphasized the need to continue promoting the construction, integration, and connection of databases to ensure "correctness, completeness, and cleanliness", especially in the fields of justice, land, and business.
Along with that, it is necessary to continue to strengthen and improve digital technology infrastructure, expand bandwidth, promote the digital literacy movement, guide people on digital transformation, thereby promoting the formation of digital citizens, building digital government, developing digital economy, artificial intelligence, digital society, creating trends and habits for people in digital transformation and online procedures, thereby reducing travel time and compliance costs for people, especially in remote areas.
