
According to the leader of the Electricity Department, the trial will be applied to households with an average electricity consumption of more than 200,000 kWh per month, equivalent to about 7,000 establishments. After this phase, the operator will evaluate and decide whether to put the two-component electricity price into practice or not.
Vietnam is applying a single-component price, which means payment is based on the output used. This calculation method is considered not to accurately reflect the costs incurred by the electricity industry (depreciation of assets, power lines, transformer stations, etc.) for each customer.
With a two-component price, including calculation based on consumption output and registered capacity, customers will pay separately for each kW of capacity they register with the supplier monthly. When not in use, they still have to pay this cost, instead of the electricity industry bearing and recovering it through price adjustment as is currently the case.
