Checking the implementation of national target programs in Diem He and Hoang Van Thu communes

- On October 10, the Inspection and Supervision Delegation of the Provincial Steering Committee for National Target Programs (NTPPs) led by Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Environment, inspected and supervised the implementation of the NTPPs in 2025 in Diem He and Hoang Van Thu communes.

According to the report at the inspection session, immediately after implementing the 2-level local government model, the People's Committees of communes proactively established the Steering Committees for National Target Programs at commune level, focusing on issuing programs and plans to organize and implement the National Target Programs in 2025.

For Diem He commune, the total State budget capital plan to implement the National Target Programs in 2025 assigned by the Provincial People's Committee and actually allocated is more than 9.8 billion VND. In the first 9 months of 2025, the Commune People's Committee has disbursed over 2.5 billion VND of the assigned capital plan, reaching 25.67% of the assigned capital plan. The estimated disbursement of the capital plan for the whole year of 2025 is 7.9 billion VND, reaching 80.52% of the capital plan for 2025.

For Hoang Van Thu commune, the total capital plan to implement the National Target Programs in 2025 is more than 19.8 billion VND, the capital extended from 2024 to 2025 is 4.6 billion VND. The result of disbursement of capital to implement the National Target Programs in 2025 to date is 359.99 million VND, reaching 1.81% of the plan; the disbursement of extended capital is 338.07 million VND, reaching 7.23% of the plan.

In addition to the achieved results, the implementation of the National Target Programs in communes still faces many difficulties, capital disbursement is still low because the beneficiaries of the program are mainly poor households and especially difficult villages and communes, therefore, the beneficiaries are increasingly narrowed, leading to the capital sources of some projects and sub-projects no longer having beneficiaries to implement. At the same time, the capacity, qualifications, and implementation organization of some civil servants are still limited...

During the inspection, representatives of some departments and branches of the province, leaders of the People's Committee of Diem He and Hoang Van Thu communes focused on discussing and clarifying some contents related to difficulties and problems in disbursing capital sources of the National Target Programs. At the same time, solutions were proposed to overcome difficulties and speed up the implementation of the National Target Programs in the coming time.

In his concluding remarks at the inspection session, the Head of the inspection team acknowledged and highly appreciated the efforts of the Party Committees and authorities of Diem He and Hoang Van Thu communes in implementing the National Target Programs in 2025. He requested the People's Committees of the communes to develop a roadmap and specific plans to implement the National Target Programs; continue to lead, direct, and urge the implementation of the National Target Programs, and promptly disburse capital sources in accordance with regulations. At the same time, the People's Committees of the communes should overcome difficulties to successfully complete their tasks and effectively implement the National Target Programs...
