Strengthening logistics service infrastructure to support e-commerce is expected to position Gia Lai to become a dynamic economic zone in the region.


On the afternoon of November 26, the Department of Industry and Trade of Gia Lai province said that in recent years, with the guidance of the Ministry of Industry and Trade and central ministries and branches, along with the timely direction of the Gia Lai Provincial People's Committee and the consensus and support of the business community and people... all levels, branches and localities of the province have resolutely and effectively implemented assigned tasks, with many synchronous and flexible solutions, with many breakthroughs in thinking in directing and organizing the implementation of socio-economic development tasks. Thereby, the economy of Gia Lai province has improved a lot, achieved many important achievements in economic growth, continued to shift towards increasing the proportion of the service sector, reducing the proportion of the agriculture, forestry and fishery sector and stabilizing the proportion of the industrial and construction sectors.

The economic growth rate of Gia Lai province has been increasing over the years. In 2023, the growth rate of the province's gross regional domestic product (GRDP) reached 3.02%; GRDP per capita reached 59.08 million VND (an increase of 6.1 million VND compared to 2022). In addition, the transport infrastructure has been upgraded and expanded; many fields, including e-commerce, have had remarkable developments, promoting efficiency in production, business and consumption, contributing to improving the capacity of enterprises, changing people's shopping and consumption habits, and positively contributing to the socio-economic development of the province.

Recently, investment in developing technical infrastructure serving e-commerce and information technology activities in state management agencies and enterprises has received attention and initially met the requirements.

The telecommunications network and fiber optic internet system in the province has been upgraded and expanded, with 3G, 4G telephone networks and fiber optic transmission networks widely covered. 100% of state administrative agencies and enterprises are equipped with high-speed internet.

Safe and secure infrastructure for e-commerce is developed with the popularization of digital signatures and digital certificates; security systems are strengthened, firewall systems and anti-virus software are invested in...

Non-cash payment transactions are emphasized, the banking system in the province has proactively encouraged non-cash transactions. Supermarkets, shopping centers, electricity, water, telecommunications and media service providers in the area have built equipment systems that allow customers to pay through online payment methods of commercial banks and online payment intermediaries, e-wallets (Momo, VnPay, ViettelPay, Zalo Pay, MobiFone Pay...).

Logistics infrastructure supporting e-commerce is increasingly being developed to meet the needs of transporting and delivering goods. Delivery units are growing in scale and quantity. Among them, large enterprises: VNPost, Viettel Post, Fast Delivery, Economical Delivery... have applied systems for searching, tracing, and controlling the circulation of goods on the basis of barcodes and QR codes. Online ride-hailing and delivery services: Grab, Xanh SM... are widely used by people.

Building systems for searching, tracing, and controlling the circulation of goods based on solutions for electronic documents in commerce. Developing solutions for sharing infrastructure between e-commerce service providers and retail distribution service providers, smart connection and sharing solutions between businesses and businesses, businesses and consumers, businesses and governments on mobile platforms, smart cards, and big data.

Specifically, building e-commerce trading floors to support businesses participating in e-commerce applications in production and business activities such as: www.thuongmaigialai.vn, www.ocopgialai.vn, up to now has supported more than 300 businesses participating in these floors.

After 3 years of implementing the Gia Lai Province E-commerce Development Plan for the period 2021-2025, a number of specific goals have been achieved. Specifically, Gia Lai has 186 commune-level administrative units, currently 139/186 communes have traders conducting online sales or service provision activities, reaching 75%.

Regarding e-commerce applications in enterprises: 20% of enterprises have e-commerce transactions, conduct business activities on e-commerce platforms, social networks, e-commerce websites, e-commerce sales applications (National statistics on e-commerce - Ministry of Industry and Trade in 2022). 40% of enterprises participate in e-commerce activities on mobile applications.

Units providing electricity, water, telecommunications and media services implement electronic contracts with consumers: Electricity and telecommunications: applying electronic contracts reaching 100%; Services providing domestic water and media are starting to apply electronic contracts reaching an estimated 30%.

Regarding human resource development for e-commerce: About 1,350 businesses, business households, state management officials, and students participated in training courses on e-commerce application skills. Sales in e-commerce transactions have increased every year, the proportion of e-commerce revenue in total retail sales of goods in 2023 is estimated to reach 7.5% (in 2022 it will reach 7%).

Thanks to the efforts of local authorities as well as businesses in the province, Gia Lai province's E-commerce Index (EBI) has continuously improved over the years: In 2023, it reached 13.6 points, ranking 38/63 provinces and cities and 3/5 Central Highlands provinces (after Lam Dong and Dak Lak); up 2 places compared to 2022 (40/63 provinces and cities), up 6 places compared to 2021 (44/63 provinces and cities).

In the coming time, Gia Lai province will continue to coordinate and strengthen cooperative relationships with provinces and cities in the 6 key economic regions in general and the Central Highlands in particular to increase connectivity between localities, improve competitiveness, create opportunities and favorable conditions for businesses to develop together, contributing to making e-commerce one of the driving forces for economic development of the whole country.

At the same time, focus on building e-commerce infrastructure to promote e-commerce development in line with new trends and situations; invest in completing delivery service infrastructure and logistics infrastructure in e-commerce, thereby helping to smooth the goods distribution process, save time and costs, and improve the competitiveness of goods. Complete payment infrastructure, enhance the development of payment utilities on mobile platforms, e-wallets, QR codes, etc., gradually changing consumers' awareness and habits towards cashless payments.
