Hanoi leads the country in the Local Innovation Index for 3 consecutive years

On the morning of October 1, within the framework of the National Innovation Day held at the National Innovation Center, the Organizing Committee announced the Local Innovation Index (PII) for 2025.

According to the Organizing Committee, the Local Innovation Index 2025 is built to ensure objectivity and transparency, using data sources from ministries, central and local agencies.

The results show that Hanoi continues to hold the No. 1 position nationwide in the Local Innovation Index 2025, marking the third consecutive year that the capital has taken the lead, affirming its leading role in economic development based on science, technology and innovation. Hanoi's innovation ecosystem has 18 indexes that rank first in the country.

Ho Chi Minh City ranked second. In 2025, this locality will lead the infrastructure pillar and rank high in many component indicators, reflecting the advantages of socio-economic development based on science , technology and innovation.

3rd place belongs to Quang Ninh , a locality that recorded a breakthrough compared to previous years when it rose from the top 10 group (2023-2024) to the top 3 this year.

Hai Phong City ranked 4th, standing out with its strengths in logistics, seaports and leading the institutional pillar in the PII 2025 rankings.

5th place belongs to Hue city, a locality that makes its mark in the pillars of services, human capital, research and development.

The PII results in 2025 show a trend of shifting development in depth, based on knowledge and technology, and reflect efforts to improve institutions, infrastructure and R&D capacity of localities nationwide.
