Hanoi has submitted a project to build a road connecting Ring Road 4 with Ring Road 5 with a total investment of more than VND840 billion, to be implemented from 2026-2028, to improve urban traffic.
On September 29, at the 26th session (special session), the 16th Hanoi People's Council passed a Resolution on agreeing on the policy of reporting to the Prime Minister for consideration and decision to assign the Hanoi People's Committee as the competent authority to implement the investment project to build a road connecting Ring Road 4 in Hanoi with Ring Road 5 in Ninh Binh province.
According to the proposal, the project name is Investment in construction of a road connecting Ring Road 4 in Hanoi city with Ring Road 5 in Ninh Binh province. The authority that decides on the project investment policy is the Hanoi People's Committee.
The project is implemented in the form of public investment and is a group B project. The preliminary total investment is more than 840.1 billion VND. The capital source is from the Hanoi city budget.

Also at the meeting, the 16th Hanoi People's Council unanimously approved the adjustment of the investment policy for the project of land acquisition, compensation, resettlement support, and site clearance of the investment project to build a road connecting Gia Binh airport to Hanoi capital (section in Hanoi city).
According to the report of the City People's Committee presented at the meeting, the name of Component Project 1 was previously compensation, support, and resettlement in Gia Lam district, Hanoi city, now adjusted to Component Project 1 is compensation, support, and resettlement in Thuan An commune, Phu Dong commune, Hanoi city and Tu Son ward and Phu Khe ward, Bac Ninh province.
The previous investor was the People's Committee of Gia Lam district, now adjusted to the People's Committee of Phu Dong commune. The previous location was Gia Lam district, Hanoi city, now adjusted to include Thuan An commune, Phu Dong commune, Hanoi city and Tu Son ward and Phu Khe ward, Bac Ninh province.
The name of Component Project 2 is compensation, support, and resettlement in Dong Anh district, Hanoi city. Now, Component Project 2 is adjusted to compensation, support, and resettlement in Dong Anh commune, Thu Lam, Hanoi city.
The previous investor was the People's Committee of Dong Anh district, now adjusted to the People's Committee of Dong Anh commune. The previous location was Dong Anh district, Hanoi city, now Dong Anh and Thu Lam communes, Hanoi city.
The preliminary total investment of the overall project was previously more than 7,619 billion VND, now adjusted to more than 8,656 billion VND. The reason for the adjustment is that the adjustment of the investment policy to add the volume of the 1.62km section between the two localities to the component project has been approved by the City People's Council in Resolution No. 428/NQ-HDND dated June 28, 2025./.
