Hai Duong province requires authorities at all levels not to allow people to raise livestock in wards and towns and to have policies to support the relocation of livestock facilities out of areas where livestock raising is not allowed.
At the 27th session on November 14, the People's Council of Hai Duong province passed 10 resolutions, including regulations on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed, and support policies when relocating livestock farms out of areas where livestock farming is not allowed in Hai Duong province.
Speaking with VietNamNet reporter, Mr. Tran Van Quan, Vice Chairman of Hai Duong Provincial People's Committee, said that currently, Hai Duong's residential areas only have 510 households raising livestock, with a number of about more than 40 thousand animals, accounting for 0.2% of the total livestock herd in the province.
However, recently households have stopped raising livestock because it affects the living environment of the community and the people.
"Up to now, there is only one household in Nam Sach district still raising livestock. The province will soon support the relocation out of the unauthorized residential area. Hai Duong province will ban livestock raising in 270 residential areas in wards and towns," Mr. Quan emphasized.
Regarding this issue, according to the supervision of the People's Council of Hai Duong province, there are still many livestock farming areas in the province that are causing pollution, especially in rural areas, but the inspection and handling by local authorities are still facing difficulties.
The Chairman of the Provincial People's Council requested the Provincial People's Committee to continue reviewing, advising, and specifying regulations for convenient and effective handling.
The Resolution recently issued by the People's Council of Hai Duong province clearly stipulates that the inner city areas of cities, towns, townships, and residential areas are not allowed to raise livestock, including cattle, poultry, and other animals in livestock farming; except for raising ornamental animals and raising animals in laboratories without causing environmental pollution.
According to the Department of Agriculture and Rural Development of Hai Duong province, organizations and individuals with livestock facilities built and operating before the Law on Livestock came into effect and are operating in areas where livestock farming is not allowed according to the provisions of this draft resolution will be supported to relocate to a new suitable location or stop operations or change their profession.
To implement this, the Department of Agriculture and Rural Development of the province proposed to support 50% of the cost of purchasing construction equipment and livestock technology equipment according to the existing barn area for livestock facilities that must be relocated, with the maximum support level not exceeding 10 billion VND/facility; support 50% of the cost of relocating livestock to a suitable new location, with the maximum support level not exceeding 500 million VND/facility.
In addition, it is recommended to support 100% of training costs to convert from animal husbandry to other occupations, with a support level of 3 months of basic salary/person.
