On October 5, information from the Department of Education and Training of Quang Ninh province said that it had requested its affiliated units to urgently, seriously and regularly closely monitor the developments of storms and heavy rains; not to be negligent or subjective, to be sure of the situation in the locality and facilities, and to proactively deploy response plans in accordance with the "four on-site" motto.
Ensure absolute safety for people, property, facilities, and teaching equipment. Review, inspect, and reinforce facilities, especially at remote schools, remote areas, coastal areas, islands, and areas at risk of landslides and flooding. Move equipment, documents, and important assets to high, safe places.

Organize 24/7 duty during the storm, assign staff and teachers to grasp the situation, regularly report quickly on developments and damages (if any) to the Department for synthesis and reporting to the Provincial People's Committee and the Ministry of Education and Training .
Proactively adjust teaching plans, postpone or switch to online learning during dangerous weather days, ensuring absolute safety for students and teachers.
Closely coordinate with local authorities, police, military , fire prevention and fighting, and rescue forces to deploy measures to prevent, combat, and overcome storm consequences. Prepare plans to receive people to take shelter from storms in safe conditions, when requested.
Strengthen propaganda and guidance for students and parents on measures to prevent and avoid storms, floods, and ensure safety when traveling. Do not go to dangerous areas, deep floods, or landslides.
After the storm, promptly organize inspections, overcome consequences, clean schools, and ensure safety before welcoming students back to school.
