In particular, the "broker" situation occurs most in making health certificates, taking photos, etc. related to the procedures for issuing and exchanging driving licenses. Faced with this situation, the center has had many specific and drastic solutions to push back the above situation.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Service Center, said: In order to serve the people and businesses well, the Provincial Public Service Center has instructed 100% of the staff and civil servants working here to strictly implement discipline and administrative discipline, receive documents according to prescribed procedures; publicly post the processing time and fees for each administrative procedure in the central lobby for individuals and organizations to monitor and understand. At the same time, we also recommend that people who need to perform administrative procedures should go directly to the working counter to be guided, answered and served in accordance with regulations.
In addition, the center also publicizes the center's hotline number for individuals and organizations to conveniently reflect questions and denounce subjects with "broker" behavior in making documents. At the same time, the center installed 2 notice boards at the gate to warn people; the center's leaders thoroughly instructed the security team to strengthen control and resolutely not allow "brokers" to enter the center's yard area.
On July 1, 2025, the two-level local government officially operated nationwide, along with the provincial-level Public Administration Centers, at communes, wards, and commune-level Public Administration Centers were established. After a period of operation, a number of provincial-level and commune-level Public Administration Centers across the country appeared to have "brokers" handling paperwork to resolve administrative procedures. On July 17, 2025, Prime Minister Pham Minh Chinh issued Official Dispatch No. 111 on focusing on removing difficulties and obstacles in implementing administrative procedures, digital transformation in the initial phase of operating the two-level local government organization model to ministries, branches, and localities. In the dispatch, the Prime Minister pointed out the appearance of "brokers" handling paperwork in a number of provincial-level and commune-level Public Administration Centers across the country, and at the same time, requested the People's Committees of provinces and cities to inspect and rectify this situation.
Implementing the direction of the Prime Minister , on August 21, 2025, the Provincial People's Committee issued Official Dispatch No. 1842 on strengthening the prevention of "brokers" in making documents at the provincial and commune-level public service centers. Accordingly, the departments, branches and sectors under the Provincial People's Committee, central agencies and enterprises in the province (with administrative procedures performed at the public service centers at all levels), the People's Committees of communes and wards thoroughly grasp, deploy and strictly implement Decree No. 118 dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop mechanism, one-stop connection at the one-stop department and the national public service portal. In particular, the Provincial People's Committee requires civil servants, public employees and employees working at the public service centers to absolutely not assist, condone or be involved in the acts of "brokers" in making documents in any form; It is not allowed to request additional administrative procedures and documents other than those prescribed, especially the requirement to have a VNeID when submitting applications directly and the requirement to confirm or commit to the match between the new administrative area information and the old information according to the documents issued by the state agency.
Mr. Tran Quang Chien, Deputy Director of the Public Service Center of Luong Van Tri Ward, said: We have issued Official Dispatch No. 338 dated August 27, 2025 on preventing the situation of "brokers" making documents at the Public Service Center and thoroughly instructed 100% of officials and civil servants to strictly follow the contents of the Official Dispatch. We also strengthen propaganda and guide people to use online public services in handling administrative procedures, not to perform administrative procedures through intermediaries to avoid unnecessary costs; publicly post all administrative procedures under the authority to handle, addresses for feedback and recommendations on administrative regulations and information channels to support the handling of administrative procedures at the center. Up to now, at the Public Service Center of the ward, there has not been any phenomenon of "brokers" making documents.
If before July 1, somewhere there was a situation of "brokers" making documents, then up to now, through understanding the reality, this situation has been initially pushed back, the area in front of the Provincial Public Service Center gate has become more open, there are no more groups of "brokers" making documents. At the commune level, most representatives of the Public Service Centers of communes and wards said that there have been no recorded cases of "brokers" making documents, the implementation of administrative procedures by people is transparent, public and convenient.
Ms. Luong Thi Thanh, Block 18, Ky Lua Ward shared: In the past, every time I went to the Provincial Public Service Center to carry out administrative procedures, as soon as I reached the gate, someone offered to "support" me in completing the paperwork quickly at a reasonable price. But recently, when I came to the center, that situation has ended. I find that now doing the procedures is quick and convenient. All procedures are publicly posted, transparent, and the staff guides me enthusiastically and thoughtfully, so there is nothing difficult to need someone to "support" anymore.
The drastic participation of agencies and units, along with the proactive and transparent spirit in serving the people, has created a clear change in the work of receiving and resolving administrative procedures. When people's trust is strengthened and administrative discipline is maintained, "brokers" who do paperwork will no longer have a place to live.
