
National Blockchain: Core Platform in the Overall Digital National Architecture by 2035
According to the National Digital Architecture Framework recently announced by the Ministry of Science and Technology , Vietnam will have a national Blockchain platform that acts as a shared digital infrastructure, throughout from the central to local levels.
This is identified as one of the key components in the basic technical foundation of the digital national architecture, to ensure that all data, transactions and electronic certifications are authenticated and interconnected across the entire system.
This architectural framework has a vision to 2035, aiming to build an open, connected and effectively shared national data space, serving the digital government, digital economy and digital society, while ensuring digital sovereignty and national data security.
In particular, the group of platforms providing basic, shared infrastructure services is identified as the key technical foundation layer, ensuring that the overall national digital architecture operates synchronously, safely and effectively.
Along with data, identification and cybersecurity infrastructures, the national blockchain platform is included in the national shared digital infrastructure group, serving the functions of authentication, retrieval and unified data certification across the entire system.
At that time, ministries, branches and localities will deploy digital architecture frameworks at all levels, and national blockchain will be the basic infrastructure component for connection, helping all data and electronic transactions to be authenticated, interconnected and centrally verified in the national data space.

Vietnam-owned platform
NDAChain is developed by the Ministry of Public Security in coordination with the National Data Center (NDC) and the National Data Association (NDA). After a period of development, the platform has completed its technical infrastructure, national standards and core functions. The system's three-layer architecture has been completed, including: layer 1 (core blockchain is the platform for data authentication and preservation), layer 2 (specialized blockchain and service platforms such as NDADID, national data platform), layer 3 (civil and public service applications such as NDATrace, NDAKey).
In September 2025, NDAChain has been running a stable test with 12 validator nodes at the National Data Center and strategic partners, ensuring a processing speed of ≥1,200 transactions/second and high stability. The system has recorded more than 5 million validated transactions, an average of about 30,000 transactions per day.
NDAChain has also announced an open integration API/SDK set, allowing ministries, branches, localities and businesses to easily connect, exploit and deploy data authentication applications on this unified infrastructure.
Mr. Huy Nguyen, Head of Technology Department, National Data Association, said that with NDAChain, Vietnam not only masters core technology but also creates a unified authentication layer for national data, helping all digital transactions, from public administration to commerce, to be transparent and verifiable.
Identification – authentication – traceability – digital certification mechanisms are also deployed on this platform, which will become the basis for digital asset applications, open data, transparent public services and trusted commerce.
Mr. Nguyen Phu Dung, General Director of PILA Group, the unit participating in developing application layers on NDAChain, also said that the most important thing about NDAChain is the ability to standardize and authenticate data on a national scale. When every data, product or certificate is verified through the same infrastructure, we can form a national digital asset, where value is guaranteed by trust in Vietnamese technology.
In the coming period, NDAChain will expand the network of validator nodes to technology corporations, regional data centers and provinces and cities, forming a multi-regional validator network with low latency, high fault tolerance, ready to integrate with industry and field platforms. Other localities will connect via API/SDK to regional node clusters, helping to optimize costs while still ensuring data security and sovereignty.
The inclusion of the national blockchain platform in the National Digital Architecture Framework affirms the strategic infrastructure role of blockchain in Vietnam's digital architecture, as well as the Vietnamese team's ability to master core technology.
