Thien But Park Project is a key project of Quang Ngai province, built on an area of about 41.64 hectares in Cam Thanh ward. With the goal of becoming a central cultural - green park, an attractive tourist and entertainment destination, the project includes many diverse items such as squares, amusement parks, sports areas, and historical and cultural relic conservation areas.
The project investor is the Quang Ngai Province Civil and Industrial Construction Investment Project Management Board. The design consultant is Thien Phuc Construction Consulting Joint Stock Company.
Representative of consulting unit reported on the explanation of Thien But Park Wastewater Treatment Station.
One of the essential technical infrastructure items of the project is the wastewater collection system and treatment plant. With a design capacity of about 110 m³/day and night, the station is responsible for treating all wastewater generated from service and living activities in the park before discharging it into the environment.
According to the provisions of the Law on Technology Transfer 2017, investment projects using technology that impacts the environment must have an appraisal opinion from a specialized agency of science and technology. This appraisal aims to evaluate the technology's advancedness, efficiency, safety and compliance with national technical regulations.

The Science and Technology Council has focused on in-depth evaluation of the proposed technology for the Wastewater Treatment Plant. The treated wastewater must meet the standards of Column B, QCVN 14:2008/BTNMT before being discharged into the general drainage system of the area.
The consulting unit presented and compared three wastewater treatment technology options, including: Aerobic biological treatment technology with mobile media (MBBR); Combined anoxic - aerobic technology (Anoxic Oxic - AO); Sequencing Batch Reactor - SBR.
Dr. Vo Thi Viet Dung, Head of Education Quality Management & Library Department, International Education City, IEC Quang Ngai discussed at the meeting.
After carefully analyzing the advantages and disadvantages of treatment efficiency, investment and operation costs and adaptability, option 1 (MBBR technology combined with Anoxic) was selected. This technology is highly appreciated for its outstanding advantages such as: Saving construction area; high shock load resistance, stable treatment quality; automated system, simple operation; low sludge volume, environmentally friendly.
The Science and Technology Council discussed and highly appreciated the careful preparation of the investor and the consulting unit. Council members commented that the selected technology is suitable, capable of meeting the wastewater treatment requirements for a large-scale park, while ensuring environmental standards as prescribed.
Dr. Truong Thi Bich Hong, Lecturer of the Faculty of Natural Sciences, Pham Van Dong University, discussed at the meeting.
MSc. Dang Thanh Lam, Deputy Head of Pollution Control Department, Department of Environmental Protection, Department of Agriculture and Environment discussed at the meeting.
Concluding the meeting, the Council agreed with the investor's proposal and requested the investor to complete some details in the technology description, review and supplement the QPPL documents related to the project; calculate and clarify the indicators and parameters of the inlet and outlet wastewater flow after treatment according to the provisions of law; clear, accurate, complete, detailed environmental monitoring parameters, etc.
