Duong Quy commune urgently overcomes the consequences of storm No. 10 and is ready to respond to storm No. 11.

Suffering heavy damage from storm No. 10, Duong Quy commune is focusing all its efforts to overcome the consequences, while preparing response plans for storm No. 11, which is expected to continue causing heavy rain in the next few days.

Concentrating on overcoming the consequences of storm No. 10

After many days of cleaning, the stilt house of Mr. Hoa Van Chanh's family in Tham village, Duong Quy commune was still submerged nearly 2 meters deep in rocks, mud and sand. All furniture and belongings were buried. Recalling the flash flood, Mr. Chanh still could not help but shudder: The heavy rain started at 2 pm, and by 4 am the flash flood had begun to sweep across the village. The flood happened so quickly that people only had time to grab a few belongings and run for refuge.

The floodwaters initially flowed along the main stream, but when rocks and large trees fell across, the flow was diverted and rushed into residential areas, causing heavy damage. People here often store their belongings and rice under their stilt houses, so almost every house was swept away by the flood.

Mr. Chanh said that what is more worrying is that after this flood, a large landslide appeared on the mountainside behind the village. If there continues to be heavy rain in the coming days, nothing can be predicted and this area may no longer be safe for long-term residence.

Sitting blankly looking at the mud-filled kitchen, the cattle pen and the fish pond buried under the sand, Mr. Luc Van Linh worried about when it would be restored to its original state. His house along the Nam Con stream, where people used to bring water to serve the entire field, was now turned into a raging flood by the heavy rain, burying the entire Ban Con and Pu Kha areas of Tham village. Mr. Linh shared that he is nearly 70 years old this year, has been attached to this land since childhood, but has never witnessed such a big flood.

Tham Village, located in the center of Tham Duong Commune (old), used to be a poetic village, but now it has become a mess. The fertile rice fields are now covered in a gray color of rocks and sand, and occasionally a farm machine or farm tool is swept up by the flood. The stilt houses are crooked, the roofs are broken, and they are deserted because people have fled. This is also the place with the heaviest damage in Duong Quy Commune.

Floods forced hundreds of households to take refuge.

According to the report of the Commune People's Committee, the recent flood caused by the impact of storm No. 10 has severely damaged 23 houses, forcing 205 households to evacuate due to living in areas at risk of landslides.

The floods also damaged 8 rural roads due to landslides with a large volume estimated at over 15,000m3 ; National Highway 279 was eroded at many points. Regarding agricultural production, the floods caused 285 hectares of rice to be eroded, buried and flooded. In addition, many clean water supply and irrigation systems were damaged.

Mr. Pham Duc Huan, Chairman of Duong Quy Commune People's Committee, said: The Party Committee and People's Committee of the commune have directed the establishment of working groups to visit and support people who suffered losses in the commune, especially establishing 4 working groups to reach 5 villages isolated by landslides. Up to now, the groups have reached and initially provided essential necessities to the people to stabilize their lives. The commune also mobilized forces and machinery to soon reopen traffic routes in the area.

The recent storm No. 10 caused great material damage; however, thanks to proactive storm prevention work, the locality was able to protect people's lives.

Proactively respond to storm No. 11, minimize damage

Over the past two days, in the fields of Duong Quy commune, local authorities have mobilized forces to support people in harvesting rice early with the motto "green house is better than ripe field".

Mr. Hoang Quang Tuyen, Head of Pau village, said that if the season is right, it will take about 2 weeks to harvest the rice; however, heavy rains in the past few days have caused many areas to break and sprout, and storm No. 11 is approaching, forcing people to harvest early to avoid the risk of losing everything.

According to the National Center for Hydro-Meteorological Forecasting, storm No. 11 is strong and is expected to cause heavy rain in the northern mountainous provinces, including Lao Cai . In this situation, Duong Quy commune has deployed a series of preventive measures, with the motto "4 on-site".

Ms. Nguyen Thi Tram, Secretary of the Party Committee of Duong Quy commune, said: To proactively respond to heavy rains, floods, inundation, flash floods, and landslides caused by storm No. 11, in order to minimize damage, the commune has assigned leaders of the Commune People's Committee and specialized departments to be on duty 24/7, closely monitor weather developments, promptly inform and warn authorities and people to proactively deploy measures to prevent, combat, and limit damage.

Duong Quy commune directs the police and military forces to prepare vehicles and forces to carry out rescue when requested. At the same time, the commune organizes guarding, control, support and guidance to ensure traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water and places where landslides have occurred or are at risk, resolutely not allowing people and vehicles to pass if safety is not ensured, minimizing human damage due to carelessness or subjectivity.
