Comrades: Ngo Thi Bich Hanh - Provincial Party Committee member, President of the Provincial Women's Union; Dr. Le Hong Viet - Director of the Institute for Women's Studies co-chaired the workshop.
The workshop was attended by leaders of several departments, branches and representatives of the Women's Union of several communes in the province. The report at the workshop showed that after 5 years of implementation, Project 8 has achieved many clear results, contributing to raising awareness and improving the material and spiritual life of women and children in ethnic minority areas.
In the 2021-2025 period, the total expected capital is more than 84 billion VND, of which the Provincial Women's Union is 15.5 billion VND; the Department of Labor, War Invalids and Social Affairs is more than 3.3 billion VND; and the Women's Unions of localities are more than 65 billion VND. The disbursement results up to March 30, 2025 reached 9.5 billion VND. The whole province has organized 132 training courses, 16 competitions, 111 policy dialogues; established 403 community communication teams (exceeding the target by 120%), 73 Change Leaders Clubs, consolidated 62 trusted community addresses (exceeding the target by 170%) and supported 494 women to give birth safely. Notably, 328 ethnic minority female cadres have had their capacity enhanced, many times higher than planned. The project has contributed to changing perceptions, eliminating gender stereotypes, and enhancing the role of women and children in ethnic minority areas, but there are still difficulties in staff capacity, coordination, disbursement mechanisms, and document consistency.

Discussing at the workshop, delegates' opinions focused on a number of contents such as: Integrating gender in documents guiding local project implementation; developing sustainable agricultural and forestry production, promoting the potential strengths of regions to produce goods according to the value chain; developing education and training to improve the quality of human resources; preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development; competent authorities when issuing documents guiding implementation need to ensure consistency and unity in content, avoiding the situation where each document stipulates differently, causing difficulties for the implementation process at the grassroots level...
One of the points emphasized at the workshop was the increasing awareness of all levels and sectors in supporting the care of material and spiritual life, protecting and caring for women and children, contributing to the realization of gender equality goals and solving urgent problems for women and children in ethnic minority and mountainous areas. The team of cadres and civil servants working on gender equality has been strengthened and improved, gradually meeting the requirements of gender equality tasks. The role of women in community socio -economic development, monitoring and criticism has been gradually affirmed.
Representatives of provincial departments and branches spoke at the workshop.
In addition to the achieved results, the workshop also frankly acknowledged that there are still some limitations: In some places, union officials at all levels were assigned to implement large projects under the National Target Program for the first time, so their capacity has not met the requirements; the development of action plans, estimates, and final accounts is still confusing; some grassroots Party committees and authorities have not been resolute in directing the implementation of Project 8; coordination between relevant units in implementing the Change Leaders Club model is not yet tight, and some Club models have just begun to be implemented, so they have not achieved clear results.
Comrade Ngo Thi Bich Hanh - Provincial Party Committee member, President of the Provincial Women's Union delivered a concluding speech at the Workshop.
Concluding the workshop, Comrade Ngo Thi Bich Hanh - Provincial Party Committee member, President of the Provincial Women's Union emphasized that the comments at the workshop are the basis for the Provincial Women's Union as well as the Women's Research Academy to report to all levels and sectors to remove difficulties and obstacles in implementing the project in the coming time. During the implementation process, it is recommended to expand the beneficiaries of Project 8, not only focusing on women and girls in ethnic minority and mountainous areas, but also considering integrating and supporting groups of men, youth and members of families and communities, in order to create synchronization, change awareness and sustainable behavior. It is recommended to consider and not distribute some types of documents, books, and stories that are not really suitable for practical needs in the locality...
