Speaking at the opening of the workshop, Vice Chairman of the Committee for Science, Technology and Environment Tran Van Khai emphasized that artificial intelligence (AI) is identified as one of the national priority technologies, playing a key role in digital transformation, developing a knowledge-based economy and enhancing national competitiveness. However, the rapid development of AI also poses many legal, ethical, responsibility and safety challenges, requiring a suitable legal corridor that both strictly manages and encourages and promotes development and innovation.

Therefore, the timely drafting of the Law on Artificial Intelligence to submit to the National Assembly for consideration and promulgation is extremely important. Emphasizing this, Vice Chairman of the Committee Tran Van Khai also stated that the Law on Artificial Intelligence project is the first law in Vietnam in this field, contributing to creating a legal foundation to promote research, development, application and management of AI in a safe, responsible and humane manner. The workshop was organized to consult and solicit in-depth and multi-dimensional contributions from management agencies, experts and especially the business community.

Appreciating the development of the Artificial Intelligence Law project as an important step demonstrating the mindset of institutional creation, catching up with global technology trends and opening up development space for innovation, Deputy Secretary General and Head of the Legal Department of VCCI Dau Anh Tuan suggested that the draft Law needs to ensure the flexibility of the legal framework, minimizing administrative barriers for businesses; at the same time, there needs to be mechanisms and policies for strong investment in data infrastructure, clearly defining legal responsibilities in the AI value chain, creating a legal foundation for Vietnam to become an innovation center in the region.

At the workshop, delegates highly appreciated the content of the draft Law, which comprehensively regulates the activities of: research, development, provision, deployment and use of AI systems with notable provisions on ensuring human responsibility and control when deploying and using AI systems; classifying AI systems according to risk levels; policies for developing AI ecosystems and markets, etc.

Some opinions suggested that it is necessary to have clearer regulations on intellectual property rights, outlining the boundaries of intellectual property rights between suppliers, developers and deployers; to have more specific and clear regulations on the scope and level of application of AI that must be labeled to ensure transparency; to study and supplement the principle of exemption from liability for individuals and organizations developing AI for the public interest if such individuals and organizations have ensured full compliance with the basic principles in the draft law.

Delegates also discussed and commented on the following contents: principles of AI development, State policies on AI, prohibited acts, classification of AI according to safety and risk levels; regulations on data, network security and personal information security; policies on infrastructure development and human resources for AI; policies to encourage businesses to participate in research, development and application of AI...
