On the evening of October 16, at the National Assembly House, Member of the Party Central Committee, Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh - Deputy Head of the Standing Committee of the Organizing Committee of the Forum on Law Making chaired a meeting to prepare for the organization of the Forum on Law Making.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that the Forum on Law Making, held for the first time, is of utmost importance for exchanging, discussing, and comprehensively evaluating the work of law making since the beginning of the 15th National Assembly's term until now.

The focus is on implementing innovation in thinking and orientation in law-making in recent times, evaluating outstanding results in the legislative work of the National Assembly, drawing lessons and good practices to continue promoting and expanding; at the same time summarizing theory and practice to propose solutions to continue improving the effectiveness of the National Assembly's legislative activities in the coming time, contributing to perfecting the institution for rapid and sustainable development.

The Vice Chairman of the National Assembly highly appreciated the proactiveness and positivity of the Standing Committee of the Law and Justice Committee, the National Assembly Office and relevant agencies and organizations in implementing tasks to prepare for the organization of the Forum.

The Vice Chairman of the National Assembly stated that the organization of the Forum aims to continue to innovate thinking and orient the development of laws in the direction of both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, unleashing all development resources, and perfecting the structure of the Vietnamese legal system to meet the requirements of national development in the new era. Thereby, proposing effective solutions to continue to improve the quality of legal human resources; increasing investment in resources, facilities, developing information technology infrastructure, big data, applying digital technology, artificial intelligence to serve the innovation and modernization of law making and enforcement.

At the meeting, delegates agreed to request that the Forum must ensure an objective and comprehensive assessment of the results achieved and the shortcomings and limitations in law-making work, clarifying objective and subjective causes.

Proposing initiatives and solutions to continue innovating and improving the quality and effectiveness of law-making and institutional improvement to meet the requirements of national development in the new era must ensure a full political and legal basis, closely following the strategic goals of the Party and State, especially the spirit of the draft Resolution of the 14th National Congress of the Party, with a profound and thorough summary of theory and practice, meeting the requirement of "standing on the practical land of Vietnam", selectively absorbing the quintessence of human values, ensuring systematicity, science and sustainability.

Delegates also emphasized the need to ensure comprehensive and direct leadership and direction of the National Assembly Party Committee, the National Assembly Standing Committee, and the National Assembly leadership in organizing the Forum. Proactively and closely coordinate between agencies to ensure the organization of the Forum in a scientific, practical, safe, effective, solemn, and economical manner. Diversify communication methods to ensure timely and effective transmission of messages and information about the Forum and events before, during, and after the Forum to voters and people nationwide.

After reviewing and discussing preparations for the Forum, delegates agreed to hold the Forum during the Tenth Session, scheduled for the end of November 2025.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh assigned the Standing Committee of the Law and Justice Committee to continue to preside over and coordinate with the National Assembly Office and relevant agencies to study and absorb opinions at the meeting, promptly deploy preparations for the organization of the Forum, ensuring the requirements on progress and quality set forth.
