In just the past year, the Government has approved a plan to cut and simplify more than 2,000 administrative procedures and more than 2,200 business conditions, and at the same time required ministries, branches and localities to shorten at least 30% of time and costs for people and businesses. This has contributed to saving thousands of billions of VND in costs for people and businesses. Notably, according to Official Dispatch No. 187 issued on October 4, administrative procedures will be implemented regardless of administrative boundaries, a strong step to remove administrative barriers and promote economic development.
Currently, all 34/34 localities have published a list of administrative procedures regardless of administrative boundaries. Many places have achieved an online public service integration rate of over 90%, but there are still localities that have only achieved less than 10%. This difference shows that without a superior mechanism, reform efforts will be difficult to spread evenly.
Ms. Tran Thi Hai Yen - Deputy Director of the Department of Finance, Hai Phong City said: "To effectively implement the goals, tasks and expectations set by the Politburo in the resolution for Hai Phong City, Hai Phong must have outstanding mechanisms and policies. And it is like an impulse, like a push for Hai Phong to have the motivation to develop, to affirm its leading role in economic development, in the key economic growth pole of the North".
In fact, not only Hai Phong , many localities are also hoping to turn administrative reform into a new competitive driving force, instead of a barrier. But for businesses to truly benefit, cutting down on procedures is not enough.
According to the Government Office's report, there are still 668 local-specific procedures that are causing overlap and even increasing the burden. Of these, 8 ministries and branches have achieved a rate of providing online public services to businesses of less than 50%, and three localities still only achieved less than 70%. In particular, there are places where the list of administrative procedures regardless of administrative boundaries has only reached less than 10%. These gaps show that the determination to "not depend on administrative boundaries" is more necessary than ever.
Mr. Nguyen Dinh Khuyen - Secretary of the Party Committee of Tay Ho Ward, Hanoi City commented: "We must support the maximum reduction of administrative procedures, support digital transformation and especially the most practical thing people want to see, which is the exemption and reduction of corporate income tax".
Ms. Trinh Thi Ngan - Head of the Advisory Board of the Association of Small and Medium Enterprises, Hanoi City commented: "Enterprises are also very enthusiastic and want to have their problems solved in accessing land, accessing support in accessing capital, and investment projects."
With the goal of having 100% of administrative procedures for businesses done online by the end of this year, deploying full-service online public services, along with practical support on taxes, land, capital, etc., according to experts, that is the key for administrative reform to truly come into life, becoming a driving force to promote private economic development, in line with the Prime Minister's directive in Official Dispatch 187.
