The Ministry of Culture, Sports and Tourism issued a set of indicators to assess and measure the maturity level of digital transformation in journalism.

The Ministry of Culture, Sports and Tourism has just issued Decision No. 3560/QD-BVHTTDL dated October 6, 2025, promulgating a set of indicators to assess and measure the maturity level of digital transformation of newspapers.

Target

Issue a unified set of indicators to assess and measure the maturity level of digital transformation of press as a measure to assess in a substantial, objective and fair manner the annual digital transformation results of press agencies in the process of implementing the Digital Transformation Strategy of Press to 2025, with a vision to 2030 nationwide.

Specific objectives: The set of indicators to assess and measure the maturity level of digital transformation of press is used to monitor and evaluate the annual status of digital transformation of press agencies, compare and rank the level of digital transformation of press agencies; compare between years to see the strengths that need to be promoted, the weaknesses that need to be overcome and provide information to support press agencies and related agencies in implementing appropriate digital transformation solutions to complete the goals set in the Press Digital Transformation Strategy to 2025, with a vision to 2030;

Annually organize and implement assessment and measurement of the level of Digital Transformation of the press; announce assessment and ranking results of press agencies nationwide;

Identify good, typical practices in the digital transformation process of journalism for replication;

To create a basis for creating a database of digital transformation of newspapers with authentic information and data to help state agencies and functional units in charge of press management see the whole picture; propose practical solutions to promote digital transformation of newspapers and at the same time have additional tools to evaluate the effectiveness of implementing programs and plans to support digital transformation of newspapers nationwide.

The Index assesses and measures the maturity level of digital transformation of press agencies that meet the following requirements:

Ensure feasibility and suitability for realistic and objective assessment of the current status of digital transformation of Vietnamese newspapers;

There is consistency in the assessment cycle and the data, figures, and supporting documents used for the assessment;

Open and updated, developed in accordance with reality.

Ability to form a Technical System as a tool and means to apply the Index Set to evaluate and measure the maturity level of digital transformation of press agencies to evaluate and monitor the digital transformation process for each press agency, while supporting information and providing an updated picture of digital transformation of Vietnamese press.

Scope and subjects of application:

Issue and deploy the set of indicators to assess and measure the maturity level of digital transformation of press applicable to all press agencies nationwide.

Structure of the Index to assess and measure the maturity level of digital transformation of press agencies

The model evaluates and measures the level of digital transformation maturity of press agencies, including a table of indicators grouped into 5 pillars of digital transformation of press:

(1) Strategy;

(2) Digital infrastructure, digital platform and information security;

(3) Organizational and professional uniformity;

(4) Readers, audiences, listeners;

(5) Level of digital technology application.

In each pillar there are component indicators, in each component indicator there are criteria (10 component indicators and 43 criteria).

Levels of assessing the digital transformation maturity of press agencies

The level of Digital Transformation of press agencies will be determined based on the total score achieved of the 5 pillars and classified as follows:

Level 1: below 50 points - at Weak level

Level 2: from 50 to under 60 points - at Average level

Level 3: from 60 to under 75 points - at Fair level

Level 4: from 75 to below 90 points - at Good level

Level 5: 90 points or more - at Excellent level

Scoring and evaluation

The total maximum score of the index measuring the maturity level of digital transformation of press agencies is 100 points, divided into 5 pillars, in which the maximum scores of the pillars are as follows:

(1) Strategy: 18 points

(2) Digital infrastructure, digital platform and information security: 24 points (3) Organizational and professional uniformity: 20 points

(4) Readers, audiences, listeners: 23 points

(5) Level of digital technology application: 15 points

The assessment and measurement of the maturity level of digital transformation of press agencies is first carried out according to each criterion, then calculated according to each component index/pillar. Each pillar/component index will have its own criteria and maximum score.

Assess, identify and recognise the maturity level of digital transformation in journalism

Self-assessment of press agencies:

With the component indicators provided by the press agency, the press agency will simultaneously monitor, evaluate and score the results of the unit's digital transformation level according to the pillars/component indicators of the Set of Indexes for assessing and measuring the maturity level of digital transformation of the press; and according to the instructions of the Ministry of Culture, Sports and Tourism. The scores self-assessed by the press agency are registered and logged into the account at the Electronic Information Portal of the Press Digital Transformation Support Center (https://pdt.gov.vn/) to use the Assessment Tool Software and conduct assessment and measurement of the maturity level of digital transformation of the press for the assessed press agency.

The reporting and evaluation data of the press agency according to each pillar/component index will be entered into the Software by the press agency and the score will be automatically calculated. This score will be automatically changed continuously according to the data update period. The press agency can track the change in its score each time new data of the evaluation component indexes is updated into the Software.

Assessment of the Ministry of Culture, Sports and Tourism:

To ensure comprehensiveness and objectivity, the Ministry of Culture, Sports and Tourism has established an Appraisal Council to review, compare and check data provided by press agencies to evaluate and rank the maturity level of digital transformation of press agencies. Based on the appraisal results, the assessment score of each criterion of the press agency can be adjusted.

For criteria for which press agencies provide data for evaluation, if the press agency fails to provide information or reporting data for any criterion, the score value for that corresponding criterion may be given as 0 points.

Announcing the ranking of digital transformation maturity level of newspapers

The announcement of the digital transformation maturity level ranking of newspapers is conducted and announced annually by the Ministry of Culture, Sports and Tourism.

After being assessed and evaluated, the press agency will have its assessment and ranking results announced by the Ministry of Culture, Sports and Tourism at the National Press Conference, and publicly announced on the Electronic Information Portal of the Ministry of Culture, Sports and Tourism at https://bvhttdl.gov.vn/ and the Information Portal of the Press Digital Transformation Support Center at https://pdt.gov.vn/
