New conclusion of the Politburo on evaluating leaders and managers in the political system

Accordingly, at the meeting on October 3, reviewing the report of the Central Organizing Committee on the situation of cadres under the management of the Politburo and Secretariat, the Politburo concluded.

Specifically, to continue to innovate, improve efficiency and clearly define the authority and responsibility of Party committees and organizations in the management and evaluation of cadres, to meet the requirements of the new situation, the Politburo agreed on the policy of conducting periodic cadre evaluations every quarter, every year and suddenly when required.

For positions under the Politburo and the Secretariat's management

The Politburo stated that for these positions, the current regulations are the basis (Regulation 366 of the Politburo on review, assessment and classification of quality for collectives and individuals in the political system; Regulation 377 of the Politburo on decentralization of management and planning, appointment, nomination, temporary suspension, resignation, dismissal of cadres and related regulations).

The Politburo assigned the Standing Committees of provincial, municipal, and central party committees; the Standing Committees of party committees of ministries, branches, and collective leadership of agencies and units directly under the Central Committee to periodically conduct quarterly assessments of cadres under the management of the Politburo and the Secretariat according to regulations.

Focusing on a number of main contents and criteria including political qualities, ethics, lifestyle; implementation of working regulations, principles of democratic centralism, self-criticism and criticism and responsibility to set an example; building internal solidarity,...

Results of leadership, direction, management, organization of implementation of assigned targets and tasks and the level of completion of affiliated organizations, agencies and units within the scope of responsibility; for existing problems and limitations in performing assigned tasks, it is necessary to analyze, evaluate, clarify objective and subjective causes and propose remedial measures.

Propose to classify the level of task completion for cadres; at the same time, recommend competent authorities to consider transferring or assigning other work to cadres who have violated, committed shortcomings or failed to fulfill assigned duties and tasks.

Periodically report results to the Politburo and the Secretariat (through the Central Organizing Committee) before the 15th of the last month of each quarter.

For positions representing Party committees, Party organizations, agencies and management units

The Politburo said that Party committees, Party organizations, and collective leadership of agencies and units, based on current regulations, are responsible for focusing on leading, directing, and conducting quarterly periodic assessments of cadres under their management.

Focusing on the contents and orientation criteria as with the positions managed by the Politburo and Secretariat.

The Politburo noted that, based on the classification of the level of task completion for cadres, it will consider and decide on transferring or arranging other work for cadres who have violated, had shortcomings or failed to fulfill their assigned duties and tasks.

The results of cadre assessment must be periodically reported to the Politburo and the Secretariat every quarter before the 30th of the last month of each quarter; at the same time, sent to the Central Organizing Committee for monitoring, synthesis, and reporting to competent authorities when requested.

The Politburo assigned the Central Organizing Committee to closely coordinate with the Central Inspection Committee , Party committees, Party organizations, collective leadership of agencies, units and relevant agencies to propose transfers, assignments and other work arrangements for cadres who have violated, made mistakes or failed to fulfill assigned duties and tasks according to regulations.

In the process of implementation, if there are any problems, please promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration according to regulations.
