On the morning of October 3, the 1st Congress of Vinh Long Provincial Party Committee, term 2025-2030, opened. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress is a political event of special importance, marking a new turning point in the development process of the province in the new era. Speaking at the opening of the Congress, Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term Ngo Chi Cuong emphasized that the 1st Congress of Vinh Long Provincial Party Committee determined the goal: Building Vinh Long province into a locality with fast and sustainable development, a center of marine economy, a center of renewable energy production, with a synchronous and modern infrastructure system, smoothly connected with localities and connecting points in the Mekong Delta region.

However, with the aspiration and tradition of solidarity; the will to be self-reliant, the revolutionary spirit of attack, dynamism and creativity of the cadres and Party members and the consensus and support of the people, I believe that, right in this Congress, as well as in the process of leading the implementation of the resolution, we will find positive solutions, overcome the shortcomings and shortcomings, and at the same time create breakthroughs to achieve the goals set by the Congress.

Accordingly, in the 2020-2025 term, despite facing many difficulties, especially the impact of the COVID-19 pandemic, climate change..., the Party Committee, government and people of the three provinces of Ben Tre, Tra Vinh and Vinh Long have strived and achieved many important and comprehensive results. The economic growth rate reached an average of 5.58%/year; GRDP per capita was about 85.31 million VND/year; the economic structure shifted in the right direction, gradually reducing the proportion of agriculture, increasing industry, construction and services, gradually improving the quality of growth.

The work of improving the investment and business environment has been focused on; attracting investment has been focused and key, associated with improving the efficiency of management and use of public investment capital. Policies to support the development of collective economy and cooperatives have been effectively implemented; business development activities and the startup ecosystem have clearly changed; the private economic sector has clearly developed, by 2025, there will be an increase of 3,000 enterprises compared to 2020, bringing the total number to 11,800 enterprises in the province.

The marine economy is identified as one of the key driving forces to promote rapid and sustainable growth for the region. Vinh Long province currently operates 5,416 MW of electricity commercially, of which 918 MW is from renewable energy, with an output of nearly 30 billion kWh/year, equivalent to VND24,300 billion. Dinh An Economic Zone has attracted 56 projects with registered capital of over VND48,000 billion; coastal logistics infrastructure has been invested, creating favorable conditions for exporting goods.

The fields of culture, education, health, and social security have made much progress. The multidimensional poverty rate has decreased to 2.3%; the rate of schools meeting national standards has increased; all three provincial general hospitals have been recognized as grade I; the average number of doctors is 9.5; the material and spiritual life of the people has improved significantly.

The work of building the Party and the political system has had many fundamental changes, improving the leadership capacity and fighting strength of Party organizations, tightening discipline, strengthening inspection, supervision, and preventing corruption and negativity; the activities of authorities at all levels continue to innovate in the direction of service, publicity, transparency, and efficiency. The national defense posture associated with people's security has been consolidated; political security, social order and safety have been ensured.

During the 2025-2030 term, the development perspective set forth by the Congress is: It is necessary to arouse the tradition of patriotism, solidarity, aspiration for development, self-reliance, self-improvement, and the spirit of innovation; effectively exploit resources, especially the marine economy; harmoniously develop the economy - society - culture - environment, adapt to climate change; promote cultural and human strength as endogenous resources, make strong breakthroughs in science - technology, innovation and digital transformation, promote the development of the private economy, cooperatives, and creative startups.

Some of the main targets for the 2025-2030 term are: The average growth rate of gross regional domestic product (GRDP) reaches 10%; the average GRDP per capita by 2030 reaches 169.46 million VND; the human development index (HDI) reaches about 0.78; by 2030, universal health coverage is achieved, each health station has 5 doctors; the proportion of people in the age group studying at post-high school levels reaches 50%, the proportion of workers with college or university degrees or higher reaches 24%; the poverty rate (according to the multidimensional poverty standard for the period 2026-2030) maintains a reduction of 1 - 1.5 percentage points/year.

The Congress also identified three strategic breakthroughs: Developing a synchronous infrastructure system, focusing on transport infrastructure, coastal logistics and digital infrastructure; developing high-quality human resources associated with innovation and digital transformation; comprehensive institutional reform, improving the investment and business environment to be transparent and open, enhancing the effectiveness and efficiency of state management.

On that basis, the Political Report identifies 12 key tasks and solutions for the coming term: strengthening Party building and rectification, building a clean and strong political system; improving the effectiveness and efficiency of government management, promoting democracy, strengthening the rule of law, and administrative reform.

Innovating the growth model, restructuring the economy associated with green and sustainable development; strongly developing the marine economy, renewable energy, logistics; developing high-tech agriculture, sustainable rural economy; developing processing and manufacturing industry, trade - services, high-quality tourism; developing culture, society, education, health care, science - technology, improving people's lives.

Implement well the policies on ethnicity, religion, social security, sustainable poverty reduction; manage resources well, protect the environment, respond to climate change; strengthen national defense and security, maintain social order and safety; proactively integrate internationally, expand foreign relations; promote the strength of great national unity, build a solid alliance between the Party, State and people.
