
During the inspection, Major General To Thanh Quyet requested the Provincial Military Command to coordinate with the People's Committees of coastal communes and relevant forces to strictly implement the sea ban order of the Provincial People's Committee Chairman; strictly prohibit ships and boats from going to sea, stop all activities of exploitation, aquaculture, fishing and other activities in estuary and coastal areas during the sea ban period.

The authorities regularly check, review, count, guide and keep in touch with vessels that have entered safe shelters, ensure proper arrangement of means, avoid collisions and sinking at the anchorage area; at the same time have plans to ensure safety for people and property in embankment areas, dykes, low-lying areas along rivers and coasts; proactively evacuate aquaculture workers from dangerous areas, close border gates, and cross sea dykes and river estuaries.
Major General, Deputy Commander of Military Region 3 To Thanh Quyet also requested the Civil Defense Command at all levels and the Provincial Military Command to strictly maintain a standing regime, be ready to mobilize militia, self-defense, reserve forces and means; proactively coordinate with police and military units stationed in the area to participate in supporting people in responding, rescuing, and overcoming the consequences of natural disasters when requested.
In the immediate future, the Provincial Military Command will mobilize militia, self-defense forces and regular forces to coordinate with local authorities to help people harvest rice and crops, contributing to minimizing damage caused by storms and floods.
+ On the same day, October 5, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam and the working delegation also inspected the work of preventing and fighting storm No. 11 in some localities in the province. Accordingly, the delegation inspected Trieu Duong Pumping Station (Tien Lu Commune) managed by Hung Yen Province Irrigation Works Exploitation Company Limited; inspected some key dike points on the right dike of Luoc (Tien Lu Commune), left Hong Ha (Long Hung Commune), right Tra Ly (Thu Tri Commune).

Through the inspection, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested localities and units to strictly implement the Central's directives, especially Official Dispatch No. 1959/UBND-KT2 dated October 2, 2025 of the Provincial People's Committee on proactively responding to storm MATMO and calculating damage and overcoming the consequences of storm No. 10; absolutely not being subjective or negligent in the face of the complicated developments of the storm and extreme weather that may occur. Sectors, forces and local authorities proactively deploy response plans before, during and after the storm, ready human resources, materials and means to promptly handle all arising situations, minimizing damage to people and property.
The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to review the entire system of wharves and works along the dike, ensuring proper operation and not affecting the safety of the dike. Synthesize and report on key dike points that need timely investment and reinforcement. Launch a movement to build model dike lines in the riverside localities, both meeting the requirements of flood prevention and control and creating a clean and beautiful landscape, contributing to socio -economic development and eco-tourism. Relevant units urgently dismantle all temporary works and concrete mixing stations built outside the Huu Luoc dike, in the Trieu Duong pumping station area; resolutely and strictly handle dike violations, not to affect the work of natural disaster prevention and control.

Inspecting and motivating the dike guard force, Vice Chairman of the Provincial People's Committee Nguyen Hung Nam requested the dike guard forces at the dike lines in the province to ensure the number of personnel on duty according to regulations, regularly inspect and patrol the assigned areas, especially the vulnerable points that have been warned in advance. When detecting an incident, it is necessary to immediately inform the local authorities and the Dike Management Department for timely handling. Along with that, strengthen propaganda and warn people to stop all activities outside the riverbank to ensure safety when there is a flood warning.
Regarding agricultural production, the Vice Chairman of the Provincial People's Committee requested localities to propagate and mobilize people to urgently harvest rice and crops with the motto "green house is better than old field" to minimize damage caused by storms.
