On the morning of October 10, at the Army Academy, Lam Vien Ward, Da Lat, the 1st Congress of Lam Dong Provincial Party Committee, term 2025-2030, officially opened. Comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister, attended and delivered a speech directing the Congress.

In his opening speech, comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of Lam Dong Provincial Party Committee for the 2020-2025 term, stated that the 1st Provincial Party Congress is a milestone of special political significance for the Party Committee and people of the new Lam Dong province, after the historic event of merging the three provinces of Lam Dong, Binh Thuan and Dak Nong, opening up a path with great development space for Lam Dong to firmly step forward with the country into the era of rising up, developing richly, civilized and prosperous for the nation.

Comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of Lam Dong Provincial Party Committee for the 2020-2025 term, delivered the opening speech of the Congress.

In the past time, along with focusing on leading the stable operation of the two-level local government apparatus, the entire Party Committee has implemented the dual goal: Promoting socio-economic development, directing the completion of targets and tasks for the 2020-2025 term, and at the same time focusing on leading the successful organization of the Party Congresses of 124 communes, wards, special zones and 4 Party Committees directly under the Provincial Party Committee.

Comrade Y Thanh Ha Nie Kdam emphasized that, with special importance and great responsibility before the Party Committee and people of all ethnic groups in the province, the Congress expressed its determination to carry out the tasks and goals for the 2025-2030 term: "Building a clean and strong Party Committee; leading comprehensive development, taking stability as the foundation, taking socio-economic development as the central task, taking happiness and prosperity of the people as the goal to strive for; by 2030, Lam Dong province will become a fairly developed province, one of the dynamic growth poles of the region in the era of national development".

According to the political report at the Congress, for the 2020-2025 term, although there are still some limitations and shortcomings, the Party Committee and localities have achieved important and quite comprehensive results, creating a solid foundation for strong development in the coming time. Socio-political stability has been maintained, the economy has continued to grow; national defense, security, order and social safety have been ensured; the leadership role of Party committees and organizations at all levels has been promoted; the material and spiritual life of the people has been improved and raised; the strength of great solidarity has continued to be strengthened.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province Ho Van Muoi presented a political report at the Congress.

The Congress set a target of striving to achieve an average GRDP growth rate of 10-10.5% in the 2025-2030 period, GRDP per capita of 6,700-7,500 USD by 2030, human development index (HDI) of about 0.75; striving to have basically no poor households by 2030.

To realize the set goals, Lam Dong Provincial Party Committee focuses on implementing well 6 key tasks, 3 development breakthroughs, 15 key project groups and 6 main solution groups.

In his speech directing the Congress, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the past term was a journey with historical marks. The Party Committee and people of Lam Dong province (including 3 former provinces: Lam Dong, Binh Thuan, Dak Nong) have united, made efforts, successfully carried out the assigned tasks and achieved important and comprehensive results.

On behalf of the Party and State leaders, Permanent Deputy Prime Minister Nguyen Hoa Binh commended and congratulated the achievements that the Party Committee, government and people of all ethnic groups in Lam Dong province have achieved in the past term.

The Permanent Deputy Prime Minister said that the merger of the three provinces is a historic decision of the Central Government, opening up a large development space for Lam Dong, converging the strength of the fertile plateau and the dynamic coastal region. Lam Dong is rich in potential, has outstanding and distinct advantages in tourism, renewable energy, mining and processing of bauxite and titanium minerals... But to turn potential into reality for economic growth and improve people's lives, we cannot think in the old way, cannot follow the beaten path. New opportunities require a new vision, a new political determination and breakthrough actions. This is the measure of the mettle and leadership capacity of the Provincial Party Committee.

To realize the aspiration of building Lam Dong into a province with fast and sustainable development, striving to become an important growth pole of the region and the whole country, comrade Nguyen Hoa Binh suggested that it is necessary to put the work of building and rectifying the Party and a clean and strong political system at the top, considering this the key task of the key; especially focusing on building a team of cadres equal to the task; consolidating, strengthening, creating a bloc of great solidarity and true unity in the entire Provincial Party Committee.

That is the solidarity within the Executive Committee, within each party organization; the solidarity among 49 ethnic groups and the solidarity among newly merged localities to join hands in building a common home. It is necessary to gather and arouse the combined strength of the people of all ethnic groups in the province to create a driving force for development.

Lam Dong has potential and strength in marine economy.

He emphasized that we must take advantage of new development space, exploit all potentials and outstanding opportunities, optimize the efficiency of resource use to create economic breakthroughs; concentrate the highest resources to carry out the task of double-digit economic growth in the period of 2025-2030. We must create a green, sustainable and inclusive growth model, focusing on strategic pillars of industry, agriculture and tourism-services. We develop the economy to aim for the highest goal of prosperity and happiness of the people.

To achieve the set goals, connecting infrastructure must go one step ahead. All resources must be prioritized, strategic transport projects must be accelerated to connect economic zones in the province and open the door to trade with the whole country and internationally.

Permanent Deputy Prime Minister Nguyen Hoa Binh believes that with the revolutionary tradition, the spirit of solidarity, unanimity, self-reliance and aspiration to rise up, the Party Committee and people of all ethnic groups in Lam Dong province will overcome all difficulties, successfully implement the Resolution of the Congress, turn aspirations into actions, and turn potential into practical strength.

The Congress announced the decision of the Secretariat to appoint 15 members of the Provincial Party Committee's Inspection Commission; Chairman and Vice Chairman of the Lam Dong Provincial Party Committee's Inspection Commission for the 2025-2030 term. Comrade Nguyen Van Quang holds the position of Chairman of the Provincial Party Committee's Inspection Commission and 6 Vice Chairmen.
