VTV.vn - The National Assembly Standing Committee continued its 50th meeting to give its third opinion on preparations for the 10th Session of the 15th National Assembly.

Under the chairmanship of National Assembly Chairman Tran Thanh Man , today (October 14), the National Assembly Standing Committee continued its 50th meeting, giving its third opinion on preparations for the 10th Session of the 15th National Assembly.

At the 10th Session, the National Assembly will consider and decide on 65 contents and groups of contents including: 49 laws, 3 resolutions on legislative work, 13 groups of contents on socio -economics, state budget, supervision and decide on other important issues.

The session is expected to open on the morning of October 20 and close on December 12, 2025, with a total working time of 41 days.

The National Assembly will meet continuously to focus on completing the entire proposed program, without holding question and answer sessions, and will increase group and hall discussions according to groups of issues. Emphasizing that this continues to be a historic session in terms of legislative volume, National Assembly Chairman Tran Thanh Man requested that we focus to ensure the highest quality of the presented contents.

National Assembly Chairman Tran Thanh Man emphasized: "The 9th session is very urgent, very urgent, preparing for the two-level government that we have done very successfully. This 10th session, from the Government to the agencies of the National Assembly, the National Assembly Standing Committee, we must learn from experience. And we must learn from the Party's way of doing things. In the past sessions from the 10th, 11th, 12th to 13th Central Committees, there were no submissions, no reports, mainly discussions in groups and halls. In the recent Central Committee, you saw that the discussions in groups were very lively. I suggest that we promote this 10th session."

Commenting on the draft revised Law on Planning and the adjustment of the National Master Plan for the 2021-2030 period, the National Assembly Standing Committee proposed to ensure consistency and unity between the revised Law on Planning and other draft laws in the fields of investment, urban and rural planning, land and construction that the Government submitted to the National Assembly for consideration at the 10th session. Unifying the content is the root and the principle for other draft laws to be adjusted accordingly, avoiding conflicts and overlaps.

The National Assembly Standing Committee emphasized that national planning must be under the National Assembly's decision-making authority, sectoral planning must be under the Government's authority, these are very important plans so they cannot be decentralized to ministries or localities. In case the Government continues to propose decentralization, it must report to the competent authority for consideration and decision.

Also today, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization; the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals; and the draft Law amending and supplementing a number of articles of laws in the fields of agriculture and environment.
