The Central Party Office and Party Committee offices at all levels have clearly affirmed their position and role as strategic and comprehensive advisory bodies, effectively serving the leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party Committees of localities and units.

To meet the increasingly high requirements of tasks in the new revolutionary period, the staff of the Party Committee's office is constantly innovating, creating, improving the quality of consulting and service work, contributing to building a modern and professional Party administration.

Proactive, creative, strategic, intelligent, sharp

The country is in a period of strong transformation with new and important developments in thinking and organizational models. The entire political system is focusing on synchronously implementing strategic policies and decisions: streamlining the organization; perfecting institutions and laws; operating a two-level local government model; promoting digital transformation, developing science and technology, innovation... These tasks require the synchronous and harmonious participation of the entire political system, in which the advisory role of Party Committee offices is affirmed.

With the mission of being a strategic, important, confidential advisory body of the Party Central Committee, directly the Politburo and the Secretariat, the Party Central Office has made important contributions, clearly demonstrating its political mettle, intelligence and innovative spirit. The Office has proactively coordinated closely with functional agencies, promptly advised on the issuance of many important policies and decisions, contributing to creating a strong shift in the organization and operation of the political system's apparatus, making it streamlined, effective and efficient. The resolutions and conclusions of the Central Committee in recent times have opened up new opportunities for the country to develop rapidly and sustainably, affirming the strategic vision and the correct and scientific leadership of the Party.

Not only is it the "staff" of the Central Committee, the Party Central Office is also the standing body of the Organizing Subcommittee serving the 14th Party Congress, the Standing Committee of the Steering Committee for the implementation of Resolution No. 57-NQ/TW of the Politburo on science and technology development, innovation and digital transformation. From specific tasks such as advising, organizing, and coordinating, the Party Central Office has made an important contribution to promoting the digital transformation process in the entire political system, creating the foundation for a more modern and effective leadership and direction method. Implementing the direction of General Secretary To Lam on the requirement to improve the quality of "strategic, intelligent, sharp, and timely" advice, the Party Committee of the Party Central Office has identified this as one of the key breakthroughs of the 2025-2030 term with many drastic and synchronous solutions proposed.

In localities, the activities of Party Committee offices have been consolidated and improved, clearly promoting the role of "center" in advising, informing, synthesizing, and serving the activities of Party Committees. Party Committee offices are also clearly demonstrating the spirit of innovation, creativity, and quick adaptation to the two-level government model.

Hap Linh Ward (Bac Ninh Province) is currently merged from two wards: Khac Niem and Hap Linh. The Hap Linh Ward Party Committee Office was established and operated from July 1, 2025. According to comrade Do Van Tuong, Chief of the Ward Party Committee Office, this is a time when the new apparatus, new processes with a huge amount of work, so the Office quickly stabilizes the organization and ensures all activities of the Party Committee, Standing Committee, and Standing Party Committee are smooth. Despite initial difficulties, the Party Committee Office still strives to complete its tasks, advising on the issuance of more than 120 leadership and direction documents, fully developing the Party Committee's work programs and plans; serving the meetings of the Standing Committee, Standing Committee, and Executive Committee to ensure quality and compliance with regulations.

Comrade Do Van Tuong informed: A prominent mark in the implementation of the Party Committee Office's tasks in the past time is advising and successfully serving the Congress of Delegates of the Party Committee of Hap Linh Ward for the 2025-2030 term, ensuring strictness from the preparation of documents, materials, logistics to operations. This is a clear demonstration of the proactive, responsible and creative spirit of the Party Committee Office staff in the new context.

Building a modern and professional party administration

The current national innovation and development with strong changes in science and technology and digital transformation requires an urgent need to promote administrative reform in the Party. To successfully achieve that goal, the Party Committee office system must be comprehensively innovated in terms of content, methods, organization and human resources. Not only stopping at the functions of consulting, synthesizing and serving, Party Committee offices need to become a center for coordination and information connection - a place to spread the spirit of innovation, creativity, scientific and professional working style throughout the entire political system.

That spirit of innovation is being vividly demonstrated through the models of "electronic office" and "digital transformation in Party work" being strongly deployed in many localities. At the Central Party Office, one of the key tasks in the coming period is to promote digital transformation, administrative reform, application of science and technology and innovation in Party agencies, creating breakthroughs in the Party's leadership, direction and operation methods; innovating the working style and methods of Party committees at all levels.

According to the set targets, all subordinate Party committees will process documents, assign and monitor tasks on the electronic software system; direction and management activities are digitized, ensuring transparency, accuracy, saving time and costs. At the Hanoi Party Committee Office, digital transformation is becoming a driving force for innovation in working methods. Document processing processes, file management, work schedules, conferences, task assignment... are all integrated on the electronic platform. The application of technology helps save a significant amount of time and costs, while improving work efficiency and quality.

At the grassroots level, the Office of the Party Committee of Hap Linh Ward, although newly established for a short time, has quickly caught up with its activities. With a large workload, the Office still ensures progress and quality, while effectively implementing the work of editing and digitizing records, building a scientific and centralized archiving system. Currently, the Office has digitized more than 80% of the archived records of the two old wards, implemented digital signatures, and issued electronic documents reaching 100%. These steps have both increased the effectiveness of management and operation and demonstrated the determination of the Party Committee's office system in implementing the Party's administrative reform policy, gradually building a modern, transparent, and professional Party administration.

Innovation in working methods and modernization of the Party administration can only be sustainable if it is associated with building a team of Party Committee office staff with qualities, capacity and modern public service style, equal to the task. In a special working environment, each document, each report, each advisory information requires accuracy, depth, and sensitivity. Therefore, with solid professional expertise and a high sense of responsibility, the team of Party Committee office staff constantly innovates thinking, adapts quickly, masters technology, and improves the capacity to analyze, forecast, and handle situations.

Comrade Ha Van Hung, Chief of the Office of the Tan Son Commune Party Committee (Phu Tho Province) shared: One of the key tasks of the Office in the early days of operating the two-level local government is to promote the sense of responsibility, pioneering spirit, and exemplary role of leaders and general specialists in performing their tasks. The Office clearly identified that improving the quality of staff is an urgent task, thereby implementing training and coaching to improve the qualifications of office staff, especially focusing on research skills, forecasting, proposing solutions, applying information technology, and digital transformation.

Promoting the tradition of the Party Central Office and Party Committee Offices, in the period of 2025-2030 and the following years, each Party Committee Office at the Central and local levels is aiming to become an intellectual, creative, and professional center, a solid support for Party Committees to effectively lead and direct economic and social development, building a strong and prosperous country.
