Vice President Vo Thi Anh Xuan: Economic development goes hand in hand with cultural construction

On the morning of October 18, at the City Convention and Performance Center, the People's Committee of Hai Phong City solemnly organized the first Patriotic Emulation Congress of Hai Phong City (2025 - 2030) with the theme "Promoting the tradition of the heroic Port City - the cultured Eastern land, competing to successfully implement the Resolution of the first City Party Congress, term 2025 - 2030."

Vice President Vo Thi Anh Xuan attended and directed the Congress. Speaking at the opening of the Congress, Chairman of the Hai Phong City People's Committee Le Ngoc Chau affirmed that in the period of 2020 - 2025, with high determination and great aspirations, the Party Committee, government, armed forces, and people of Hai Phong City and the former Hai Duong province have made strong changes, making the patriotic emulation movement a regular and practical activity in all areas of social life.

From July 1, 2025, after the two localities merged, the city entered a new development phase with open space, strong potential and resources, creating a new vitality, spreading widely for patriotic emulation movements, contributing to creating important breakthroughs.

Hai Phong City is the only locality in the country to maintain a double-digit economic growth rate for more than 10 consecutive years, 1.8 times higher than the average growth rate of the whole country, and has basically completed the industrialization and modernization goals in the spirit of Resolution No. 29 dated November 17, 2022 of the Politburo, affirming its role as a leading industrial, seaport and logistics center in the Northern region...

Speaking at the Congress, on behalf of the State leaders and the Central Emulation and Reward Council, Vice President Vo Thi Anh Xuan acknowledged and highly appreciated the outstanding results of the patriotic emulation movement, along with the great achievements that the Party Committee, government and people of Hai Phong city have achieved in the past time; commended the efforts, endeavors, sense of responsibility and enthusiasm of the team of cadres working in emulation and reward and warmly congratulated more than 250 advanced models attending this Congress.

The Vice President emphasized that currently, the entire political system is focusing on preparations for the 14th National Congress of the Party - a Congress of special importance, demonstrating the vision and aspiration for development with a breakthrough mindset, comprehensive innovation, creating a strong shift to successfully implement the two strategic goals of 100 years under the Party's leadership and 100 years of the country's founding.

The Vice President commented that Hai Phong city was established today from the merger of Hai Phong city and Hai Duong province, becoming an urban area with a population of more than 4.6 million people, an area of nearly 3,200 km², ranking fourth in the country in terms of population and third in terms of economic scale.

This is an important foundation for Hai Phong to rise up to become one of the country's leading, dynamic growth poles, with regional and international influence; a national industrial, seaport and logistics center, a core urban area of the Red River Delta and Northern coastal region - a modern, civilized, international seaport city, leading the way in the country's industrialization and modernization.

The first Congress of the Hai Phong City Party Committee clearly defined the development orientation and goals for the 2025-2030 term and the following stages, with the goal of building Hai Phong into a modern, civilized, ecological, livable industrial seaport city of Southeast Asian stature by 2030.

To realize those goals, the Vice President suggested that the Party Committee, government, armed forces and people of Hai Phong need to promote the spirit of solidarity, innovation and creativity; proactively seize opportunities, overcome difficulties and challenges, effectively exploit potentials and advantages; in which emulation and reward work is an important driving force to arouse the spirit of creativity, the will to rise up and the strength of national solidarity, closely linked with the development process of the city.

Party committees and authorities at all levels thoroughly grasp President Ho Chi Minh's patriotic emulation ideology and the Party's policies and resolutions on patriotic emulation; lead and direct the emulation movement towards solving bottlenecks, breakthroughs, and key tasks; link emulation with political tasks, closely follow the Resolution of the City Party Congress, and focus on three pillars of development: industry - seaport - tourism and services.

Promote emulation in administrative reform, digital transformation, building a streamlined and efficient administration, taking the satisfaction of people and businesses as a measure.

Compete to develop the economy in conjunction with building Hai Phong's culture and people, encourage innovation in businesses, develop education, healthcare, culture and society, form high-quality human resources, and civilized, dynamic and modern Hai Phong people.

"Each emulation movement must be specific, easy to understand, easy to do, diverse, suitable to the conditions of each region and each field so that everyone feels close and excited to participate; linking emulation with work and daily activities so that everyone can participate. Emulation must be done for real, effectively, bringing benefits to the people and the locality," Vice President Vo Thi Anh Xuan emphasized.

Receiving the direction of Vice President Vo Thi Anh Xuan, Hai Phong City Party Secretary Le Tien Chau said that the city will concretize the tasks and solutions in a synchronous and drastic manner in action, so that the patriotic emulation movement can spread strongly, the Resolution of the first City Party Congress will soon come into life, creating clear changes in all fields; firmly affirming Hai Phong's position as an important development driving force of the region and the whole country.

On this occasion, Hai Phong city received the Government's Emulation Flag; 5 collectives were awarded Medals, including: Second-class Independence Medal for Hai Phong City Party Committee Office, and 4 collectives received First-class Labor Medals.

47 collectives and 82 individuals with outstanding achievements in patriotic emulation movements, 51 typical enterprises and households with many contributions to the city's socio-economic development were awarded Certificates of Merit by the Chairman of Hai Phong City People's Committee./.
