This directive was thoroughly implemented by Prime Minister Pham Minh Chinh when chairing the National Conference to promote public investment in 2025 on the morning of October 18. This is the 4th conference of the year on public investment, organized directly at the Government headquarters and online with 34 provinces and cities.

In disbursing public investment capital, the head of the Government requested ministers, heads of sectors, and chairmen of provincial People's Committees to uphold their sense of responsibility and promote the role of leaders. The Prime Minister emphasized the need to personalize responsibility to each individual; considering disbursement results as one of the important bases for assessing the level of completion of annual tasks of organizations and individuals.

With the determination to disburse 100% of the plan, Government leaders must thoroughly avoid the situation of "hot above, cold below" or "very hot in the meeting but cold after the meeting".
He directed to urgently review and evaluate the disbursement status of each project; classify projects according to the disbursement level (good, slow, unable to disburse...), on that basis, build a specific disbursement schedule for each week, month, quarter and have specific, appropriate solutions to promote disbursement to achieve the set target.
Along with assigning leaders of ministries, agencies and localities to be in charge of and monitor the disbursement of each project, the Prime Minister noted that it is necessary to regularly review and promptly adjust capital from projects with slow disbursement or no disbursement capacity to projects with good disbursement capacity and in need of additional capital. Emphasizing the need to promote discipline, order, and strengthen inspection and supervision in the disbursement of public investment capital, the Prime Minister requested strict handling of investors, project management boards, and contractors who intentionally cause difficulties and hinder the progress of capital allocation and disbursement.
The head of the Government must thoroughly review and promptly handle weak and negative officials who do not complete their assigned tasks. "Irresponsible and wrongdoing must be strictly punished, while those who are slow and insensitive must be replaced," the Prime Minister directed.

He assigned the Ministry of Construction, the Ministry of Agriculture and Environment, and People's Committees of provinces and cities to focus on removing difficulties and obstacles in exploiting minerals as common construction materials to ensure supply, especially for key and important national transport infrastructure projects.
The Ministry of Finance shall preside over and propose adjustments to the 2025 capital plan from ministries, agencies and localities that are slow in allocating, slow in disbursing, and incapable of disbursing to ministries, agencies and localities that are capable of disbursing well and need additional capital to accelerate project progress, and report to competent authorities. This task must be completed before October 25.
In addition, the Prime Minister requested preparations to start construction and inaugurate large-scale projects on December 19 to celebrate the 14th National Party Congress.
Many ministries and localities were criticized for low disbursement.
According to the report, by the end of October 16, the whole country had disbursed 455,000 billion VND - reaching 50.7% of the plan assigned by the Prime Minister. Of which, 9 ministries, agencies and 16 localities had disbursement rates above the national average.
On the contrary, 29 ministries, agencies and 18 localities have disbursement rates below the national average. These units were severely criticized by the Prime Minister and required to clarify the collective and individual responsibilities involved, seriously learn from experience and propose strong solutions to promote disbursement by the end of the year.
The Prime Minister frankly pointed out that there are still delays in compensation, site clearance and resettlement. In addition, the handling of violations and delays in the management and use of public investment capital has not been timely and strict.

The Prime Minister emphasized that public investment disbursement is of great significance, being one of the growth drivers, leading and activating all social resources, enhancing the value and increasing the brand of localities, agencies, units, and the added value of land.
Therefore, ministries, branches and localities must have high determination, great efforts, drastic actions and clear division of 6 tasks: clear people, clear work, clear time, clear responsibility, clear authority and clear products.
“It is necessary to determine that disbursement of public investment capital is both a responsibility and duty according to assigned authority, and also a matter of conscience and public ethics of officials. Each completed project, each construction, each well-completed task brings joy, excitement, and happiness to the people, contributing to the development of the country,” the Prime Minister shared.
