Lao Cai: Many solutions to complete disbursement of public investment capital by 2025

Lao Cai province started construction of the resettlement area of ​​the Lao Cai - Hanoi - Hai Phong railway construction investment project, in Lao Cai ward.

According to the Department of Finance, by early October 2025, Lao Cai province had assigned a public investment capital plan of 15,119.9 billion VND, of which Yen Bai province (old) is nearly 7,023 billion VND, Lao Cai province (old) is nearly 8,097 billion VND).

The detailed allocated capital is 14,749 billion VND, equal to 97.5% of the capital plan, including central budget capital of nearly 5,214 billion VND; local budget capital of more than 8,788 billion VND; socialized capital of nearly 319 billion VND; capital in 2024 extended to 2025 is more than 428 billion VND.

The remaining capital that has not been allocated in detail is nearly 371 billion VND, equal to 2.5% of the capital plan.

Construction of the road project connecting Muong La (Son La), Than Uyen, Tan Uyen (Lai Chau), Mu Cang Chai, Van Chan with Noi Bai - Lao Cai expressway (IC15).

By the end of September 30, 2025, the whole province had disbursed more than VND 7,245 billion/capital plan, equal to 47.9% of the plan, higher than the same period in 2024 (in the same period in 2024, Yen Bai province reached 40%, the old Lao Cai province reached 43%). Particularly for the capital plan assigned by the Prime Minister, disbursement reached more than VND 6,626 billion/VND 9,047.9 billion, equal to 73.2% of the plan, higher than the national average (the whole country reached 52%), ranking 4th out of 34 provinces.

Some units have achieved disbursement progress of over 50% of the plan, such as: Lao Cai Provincial Construction Investment Project Management Board achieved more than 1,298 billion VND/1,934.7 billion VND, equal to 67.1%; Bao Thang Area Construction Investment Project Management Board achieved 439 billion VND/656.9 billion VND, equal to 66.8%; Muong Khuong Area Construction Investment Project Management Board achieved more than 152 billion VND/256.6 billion VND, equal to 59.4%...

Mr. Tran Thanh Chuong - Deputy Director of the Department of Finance shared: Although it is about 7% higher than the same period in 2024, the progress of disbursement of public investment capital is still slow compared to requirements.

The reason is that the investment preparation work of some projects encountered many difficulties and problems, prolonging the implementation time because the preparation procedure includes many steps from the stage of deciding on the investment policy, architectural competition, detailed planning, investment decision; some projects have integrated investor capital, but up to now, the work of selecting investors has not started yet (Sa Pa Airport project).

Along with that, the progress of land use fee collection is still slow compared to the capital needs of the projects; the progress of implementing some projects is still slow, not meeting the requirements, especially projects related to land recovery, site clearance compensation, projects using capital from land use revenue sources, overlapping with mineral planning.

Some projects are implemented on steep terrain, with large elevation differences and complex geological changes; transportation of raw materials and construction materials is still difficult; some projects are in areas with high population density, making it difficult to acquire land and arrange resettlement; people do not agree with compensation and resettlement support plans...

Specifically, investors are urgently completing procedures for new projects starting construction in 2025; urging contractors to speed up the implementation of projects (especially for projects to urgently repair infrastructure affected by storm No. 3 using central budget reserve funds, projects under the Socio-Economic Recovery and Development Program, disbursement deadline until December 31, 2025); closely coordinating with contractors and suppliers of materials to resolve difficulties and problems in supply sources, ensuring construction conditions, and speeding up the implementation of bidding packages.

The Department of Construction has stepped up its supervision and accelerated the procedures for selecting investors to implement the Sa Pa Airport project (striving to start construction in the fourth quarter of 2025).

Relevant units focus on performing well the site clearance work to serve the implementation of projects; prioritize resettlement areas, dumping sites, and the first sections of traffic works to ensure convenience in organizing and implementing projects; proactively coordinate closely with investors in implementing projects in the area, especially arranging enough human resources to speed up the site clearance progress to serve construction...
