Party Committee of the Department of Justice: Strengthening leadership in administrative reform work

Recently, the Party Committee of the Provincial Department of Justice has strengthened its leadership role in administrative reform (AR) through the development, inspection, and review of legal documents (LDOs) and monitoring of law enforcement.

The Party Committee of the Department of Justice has strengthened the leadership role of Party committees, built clean and strong grassroots Party organizations, and continued to promote the study and following of Ho Chi Minh's ideology, morality and lifestyle with administrative reform work.

Comrade Dang Dinh Chung - Party Secretary, Director of the Department of Justice of Lao Cai province said: To effectively implement institutional reform in all fields, the Party Committee has based on the directives and resolutions of the Politburo and the province to organize and implement tasks to raise awareness and responsibility of cadres and party members in building and perfecting the legal system.

The Party Committee has implemented Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era. Accordingly, since the beginning of the year, the work of drafting and promulgating legal documents has been promoted. Comments have been given to 4 registrations for drafting resolutions and 26 registrations for drafting decisions of the Provincial People's Committee; 26 draft legal documents have been appraised (4 draft resolutions of the Provincial People's Council and 22 draft decisions of the Provincial People's Committee). At the same time, the work of monitoring the implementation of laws has been focused. Thereby, sectors and levels in the province have focused on organizing and implementing specific tasks, creating a change in awareness of cadres, civil servants, public employees and the masses regarding the work of monitoring law enforcement, contributing to ensuring and strengthening socialist legality, improving the effectiveness of law enforcement and perfecting the legal system.

One of the outstanding results is the work of inspecting, reviewing and systematizing legal documents. The sector has self-inspected 21 decisions issued by the Provincial People's Committee; received and inspected 156 documents issued by the People's Council and People's Committee at the commune level. In the implementation of the arrangement of administrative units and the organization of two-level local governments, the departments and sectors have reviewed and advised on the handling of legal documents issued by the Provincial People's Council and People's Committee. The Provincial People's Council and People's Committee have proposed to issue documents to replace 79 documents (9 resolutions, 70 decisions); amended and supplemented 9 decisions, partially abolished 2 resolutions, and completely abolished 10 documents (3 resolutions, 7 decisions) to ensure compliance with current legal regulations and the actual situation. In addition, the People's Council and People's Committee at the commune level have issued 7 resolutions and 109 legal decisions to replace documents to ensure compliance with current legal regulations and the actual situation in the locality.

From now until the end of 2025 and in the next period, the provincial judiciary strives for 100% of legal documents to be developed and issued in accordance with regulations, consistent with Central documents, highly feasible, public, transparent, and easy to access. At the same time, organize inspection, self-inspection, and review of documents according to regulations; recommend and coordinate the handling of 100% of illegal and inappropriate documents (if any); advise on the implementation of the annual announcement of the list of legal documents that have expired or ceased to be effective according to regulations; raise awareness of law compliance of individuals, organizations and the whole society; fully and promptly update legal documents issued by the Provincial People's Council and People's Committee to the national database of legal documents...

Strengthening the leadership role of Party committees in administrative reform through the development, inspection, review of legal documents and monitoring of law enforcement by the Party Committee of the Department of Justice has contributed to the good implementation of the Party and State's policies on administrative reform, meeting the requirements of national development in the new era.
