Consulting people on the Draft Action Program to implement the Resolution of the 14th National Party Congress

On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Congress of the Party, to solicit comments from National Assembly deputies, the Fatherland Front, socio- political organizations, mass organizations, cadres, party members and people. The time for collecting comments from the people is from October 15 to November 15, 2025.

Issued together with the draft Political Report to be submitted to the 14th National Party Congress for public consultation is the draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Party Congress.

The draft Action Program sets out important, strategic tasks, projects, and works for the 2026-2030 period, assigns specific responsibilities, clearly outlines resources, progress, and necessary conditions for implementation, and serves as an important basis for all levels and sectors to carry out their assigned functions, tasks, and powers, contributing to the successful completion of the goals set forth by the 14th National Congress.

Main tasks

Accordingly, the 13 tasks mentioned include:

- Continue to build and perfect a synchronous system of institutions for rapid and sustainable national development;

- Establish a new growth model, restructure the economy , promote industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force;

- Strongly and comprehensively develop Vietnamese culture and people;

- Building a modern national education system on par with the region and the world;

- Breakthrough in science and technology development, innovation and national digital transformation;

- Managing sustainable social development; ensuring progress, social justice, and caring for people's lives;

- Effectively manage and use resources, protect the environment, and proactively adapt to climate change;

- Strengthen national defense and security; build a revolutionary, disciplined, elite, and modern People's Army and People's Public Security; firmly protect the socialist Vietnamese Fatherland;

- Promote synchronous and creative implementation of foreign affairs activities and deep, comprehensive and effective international integration;

- Strongly promote the role of the people as the main subject, socialist democracy and the strength of great national unity;

- Continue to promote the building and perfecting of the socialist rule of law state of Vietnam;

- Continue to promote the building and rectification of a clean and strong Party in all aspects; improve the Party's leadership, governing capacity and fighting strength;

- Regarding key tasks, the Draft sets out six key tasks including: On synchronously building development institutions: Focusing on the legal system, mechanisms, and policies; On building and rectifying the Party and a clean and strong political system; On developing a socialist-oriented market economy; On science, technology, innovation, and digital transformation; On developing sustainable human resources, culture, and society; On strengthening national defense, security, and foreign affairs.

Strategic breakthroughs

Institutional breakthroughs mentioned in the Draft include: Building a legal framework to meet the requirements of promoting the development of the digital economy, especially financial technology, digital assets, artificial intelligence, e-commerce, and new technology industries; Building breakthrough and outstanding mechanisms and policies to mobilize and effectively use resources to develop new economic models and key national projects; Applying specific and special mechanisms and policies with international competitiveness for dynamic regions, growth poles, economic corridors, special economic zones, special technology zones, free trade zones, and international financial centers.

Breakthrough in developing high-quality human resources and innovating personnel work, including: Building a specific mechanism to train high-quality human resources to meet the requirements of breakthrough development in strategic science and technology sectors, foundational industries, and emerging industries; Gradually building a "Cadre Competence Scoring System" on a digital platform, integrating data on work results, output products, credit indexes, and multi-dimensional feedback; Building a specific mechanism on income, working environment, promotion, and appointment to attract and employ scientists, leading experts, technology entrepreneurs, and Vietnamese talents abroad.

Breakthrough in the development of synchronous and modern infrastructure including: Focusing on investment and construction of important expressway traffic axes; gateway seaports combined with international transit; major airports; high-speed railway lines on the North-South axis, urban railway systems in Hanoi, Ho Chi Minh City, international connecting railway lines and international transit seaports; striving to complete the Lao Cai-Hanoi-Hai Phong railway line before 2030;

Investing in and building energy infrastructure to meet the requirements of breakthrough socio-economic development, including building a number of nuclear power plants with appropriate scale, advanced and safe technology, especially small modular nuclear power plants; developing renewable energy projects; Building and completing digital infrastructure to ensure synchronization and modernity for national digital transformation; developing national digital platforms and essential digital utilities to meet the requirements of digital government, digital economy, digital society, and digital citizens. Synchronously developing national databases and large data centers to ensure interconnection, integration, sharing and exploitation to effectively serve state management, creating a foundation for the development of digital economy and digital society...
